Greenway Waste Solutions of North Meck, LLC Request for Revised Water Quality Monitoring Plan and Assessment of Corrective Measures Submittal Deadline Extension CEC Project 111-370.001

On behalf of Greenway Waste Solutions of North Meck, LLC (GWS), Civil & Environmental Consultants, Inc. (CEC) prepared an updated Water Quality Monitoring Plan (DIN 28684) for the North Mecklenburg C&D Landfill, which CEC initially submitted as Appendix E in the Permit Modification Amendment Application to the NCDEQ Solid Waste Section (Section) for review on
August 31, 2017. In addition, CEC prepared an Assessment of Corrective Measures report (DIN 28683) for the subject landfill facility, which CEC submitted to the Section for review on November 17, 2017. The strategies outlined in these documents are based on combining two separately permitted areas of the landfill facility under one permit and other regulatory considerations that have not yet been approved by the Section. The Section has agreed to a meeting to discuss these matters.
The Section provided review comments of the proposed Water Quality Monitoring Plan in DIN 28715 dated January 10, 2018, and established a 30-day submittal deadline to revise the plan. Further, the Section provided initial review comments of the proposed Assessment of Corrective Measures report in DIN 28685 dated December 12, 2017. In DIN 28715, the Section also established a 45-day
submittal deadline to revise the Assessment of Corrective Measures report. Subsequently, GWS and CEC have scheduled a February 16, 2018 meeting with Section representatives to discuss the regulatory approach. Therefore, we are requesting an extension for submittal of the revised Water Quality Monitoring Plan and the Assessment of Corrective Measures
report to March 19, 2018.
