Sharon – attached is the revised Apex Tool Work Plan. We moved IS-5
into the Finishing Room as suggested. We have modified the well
selection slightly to include PMW-2, which had elevated concentrations
of chlorinated compounds at the last groundwater sampling event and is
in the area of planned soil investigation. We have also modified our
up-gradient well selection from PMW-7 to PMW-6, which is centrally
located along parcel 09084036 and almost 5 feet hydraulically
up-gradient of PMW-7. If these revisions are acceptable and the overall
Work Plan satisfies the requested investigation outlined in your
February 25 letter, we will proceed by providing the approved Work Plan
to Apex Tool for their review and begin lining up the necessary
contractors to execute the scope. As soon as this is accomplished,
we’ll develop the schedule for completion of field activities and
deliverables, including providing the laboratory data in advance of the
final written report.

On another note, the “colloidal binder” identified on one of the tanks
in the Shell/Wax room may be a silicone-based powder used in slurry
form. Based on my cursory research, this binder increases the
effectiveness of powder coating of the tools during production. This
would be consistent with our visual observations as the floor in this
area appeared to be covered with a white powdery substance.
