STATUS OF PERMIT:
A Yard Waste Notification Form was submitted to the Solid Waste Section on May 31, 2017. This form must be
submitted to the Department by June 1st of each year.

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility currently only composts leaves from the City of Newton’s annual leaf collection service.
2. A gate was provided at the entrance to the facility to prevent unauthorized access.
3. All access roads leading to the site were of all-weather construction and well maintained.
4. All surface water was diverted from the operational and storage areas.
5. No standing water was observed within the operational area of the facility.
6. No objectionable odors were observed.
7. Two active compost windrows of leaves were observed on site. The windrows were in the process of being turned
at the time of inspection.
8. A small stockpile of wood chips was being maintained on site until they are distributed to the public. However, no
active grinding occurs on site.
9. Temperature logs were being maintained and were provided upon request. The records showed that current
windrows had not yet met the applicable temperature requirements. Mr. Roseblock ensured that monitoring would
continue to ensure temperature requirements were met prior to distribution to the public.
x A notation of the date windrows were turned were provided within the temperature records as requested
on the last inspection report.
10. No unacceptable waste streams were observed. The City of Newton’s efforts to keep foreign materials such as
paper and plastic out of the compost stream is greatly appreciated.
11. Since the previous inspection, the operational and storage area for compost operations had been moved slightly to
the east to allow for the installation of a sediment basin. It appeared that the operation was less that 2-acres at the
time of inspection.
12. Adequate space was provided between and around windrows to allow for access by firefighting equipment.
13. It appeared that all required buffers were being maintained.
14. The facility processed 2,242-cubic yards of yard waste in Fiscal Year 2016/2017.
