The facility is permitted to receive C&D waste, inert debris, land-clearing debris, and asphalt generated within Wake County. The permit to operate shall expire on September 29, 2019. A permit renewal application must be submitted to the SWS by March 29, 2019. 1. The facility is secured by a locking gate when it is not open for operation. The operating hours are Monday through Friday, 7:00am to 5:00pm; and Saturday 7:00am to Noon. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility. 3. Permit and records not reviewed during this inspection. 4. Compost area has been regraded and facility is actively composting again. Compost temperatures are being monitored and recorded. Continue to ensure that compost windrows are being maintained at temperatures at or above 55 degrees Celsius (131 degrees F) for 3 days and all temperature readings are being documented for compost that is distributed to the public. 5. Facility reported a fire in the mulching area just to the east of Phase 2 of the C&D waste footprint. to Liz Patterson by phone at 4:00pm on October 23, 2017. After discussing various options with the Holly Springs fire chief it was determined that the best course of action was to clear the areas immediately surrounding the fire of any woody debris and create a continuous fire break around the perimeter of the fire. Additional fire breaks were put in to separate the mulch storage area from the fire area. Facility is letting the fire burn itself out. 6. On Thursday, January 11, 2018, Liz Patterson received a complaint that Greenway Waste Solutions of Apex, LLC was on fire and homeowners near the facility were concerned. Holly Springs and Apex fire departments had already stopped by facility. At the time of this inspection the mulch area was still smoldering and staff were continuing to monitor. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 4 7. The working face was being well managed and was not exceeding the ½ acre size limit. Six inches of earthen material should be properly applied once weekly or when the working face reaches ½ acre. 8. Windblown waste was littering the side slopes at the time of inspection. Appropriate methods such as fencing and diking must be provided within the area to confine solid waste which is subject to be blown by the wind. Windblown waste must be collected and returned to the working face prior to close of business daily. 9. Access roads are of all-weather construction. 10. Concrete and asphalt are stockpiled onsite and ground periodically. These materials are being used on haul roads at the facility. 11. Digital pictures were taken during the inspection.
