Dear Ms. Ritter:

On behalf of the Northampton Public Works Department, S&ME, Inc. (S&ME) is submitting methane
gas monitoring data collected on June 26, 2015 at the Northampton County Landfill located in Jackson,
North Carolina. The attached table summarizes the methane readings collected at the Northampton
County Landfill.

The June 2015 measurements were collected by S&ME personnel in the newly installed on-site
permanent methane monitoring wells (MMW-1 through MMW-7) and from within two on-site
structures (Northampton County Bus Maintenance Garage and the Facility Storage Building) following
Solid Waste Section guidelines and Landfill Gas Monitoring Plan for the Northampton County Landfill.

The methane concentrations recorded during the June 26, 2015 monitoring event exceeded the
operational limits established for gas control at municipal solid waste landfills by North Carolina Solid
Waste Rules [15A NCAC 13B .1626(4)(a)], i.e. methane concentrations were greater than the lower
explosive limit (LEL) for methane (5% CH4) at one or more sampling locations.
