Dear Ms. Drummond: ELM Site Solutions, on behalf of BASF Corporation, herein submits an electronic copy of the semi-
annual sampling report for the above-referenced site. This letter report presents results of the
semi-annual sampling activities conducted on October 31, 2017, which constitutes the second semi-annual sampling event for 2017. The approved groundwater monitoring network consists of MW-3, MW-4R, MW-5 and background well MW-6. The monitoring network also includes surface water sample locations SW-1 and DW-2 from Hominy Creek. In a letter dated November 4, 2010,
the North Carolina Department of Environmental Quality (NCDEQ) – Solid Waste Section requested the collection of an additional surface water sample from a seep area in conjunction with the semi-annual groundwater sampling events for a minimum of five (5) years. Sampling results for the monitoring wells, surface water samples and surface seep (Seep-1) are discussed below.
In addition to the groundwater samples outlined above, 10 landfill gas monitoring wells (LG-1 through LG-10 installed at the site in May 2010) were monitored on September 1, 2017 and
December 22, 2017 during this reporting period. Gas monitoring results are also discussed below. A completed Environmental Monitoring Report Form follows this letter report.
FIELD ACTIVITIES Field Investigation methods for this groundwater monitoring event were conducted in compliance with industry standards and the U.S. Environmental Protection Agency (EPA) Region IV Field Branch’s Quality System and Technical Procedures. Groundwater samples from the site were collected on October 31, 2017 using low-flow techniques with a peristaltic pump. Water levels were measured at each well prior to sampling using a Testwell water level meter (Table 1).

Two (2) of the groundwater monitoring wells (MW-3 and MW-6) were altered between the October 2016 and April 2017 monitoring events. Specifically, the total depth for MW-3 was originally 30.16
feet below top of casing (btoc). The total depth for MW-3 is now 41.10 feet btoc, as measured on April 26 and October 31, 2017. Additionally, the total depth for MW-6 was originally 41.18 feet btoc. The total depth for MW-6 is now 22.20 feet btoc, as measured on April 26 and October 31, 2017.
The alterations to these wells were presumably conducted during the on-going grading operations at the Site. Neither BASF nor ELMSS were contacted regarding any modifications to these wells. Top of casing elevations are currently unknown for groundwater monitoring wells MW-3 and MW-
6 due to the alterations made to these wells. Therefore, no potentiometric contour map was created for the October 2017 groundwater monitoring event. Relative groundwater elevations for MW-4R and MW-5 as measured on October 31, 2017 are shown on Figure 1.
Purging was accomplished by using a variable speed peristaltic pump with the pumping rate adjustable to equal the approximate recharge rate of the well. Indicator parameters of pH,
temperature, specific conductivity, turbidity, dissolved oxygen and oxidation-reduction potential (ORP) were measured regularly during purging with Horiba U-52 water quality meter until the measured values stabilized. This ‘low-flow’ method targets the collection of groundwater samples that have the least total suspended solid count obtainable without filtering in the field, thus giving a more accurate indication of dissolved constituents present in the aquifer. Groundwater sample collection record sheets are provided in Appendix A. Surface water samples were collected directly from Hominy Creek by filling pre-preserved laboratory sample containers. The seep sample (Seep-1) was collected from a 4-inch pipe located at the base of the seep area. Surface water sample locations are shown on Figure 2. Water
quality parameters for the monitoring wells, surface water locations and seep at the time of sampling are presented in Table 2. As noted above, 10 landfill gas monitoring wells were sampled on September 1, 2017 and December 22, 2017. Well locations are presented on Figure 3. Percent lower explosive limit (% LEL) measurements and other applicable parameters (i.e., % methane by volume, % oxygen and % carbon dioxide) were recorded at the landfill gas monitoring wells using a calibrated Landtec GEM 2000 instrument. Landfill gas sample collection record sheets are provided in Appendix B.
SAMPLING RESULTS
Shealy Environmental Services, Inc. in West Columbia, South Carolina analyzed the groundwater and surface water samples for Appendix I volatile organic compounds (VOCs) by EPA Method 8260B, Appendix I metals by EPA Methods 6010C/6020A, mercury by EPA Method 7470A, sulfate
by EPA Method 9056A and total dissolved solids by SM 2540C. Due to the aforementioned alterations to groundwater monitoring wells MW-3 and MW-6 discussed above, no samples were collected from these wells. Groundwater samples were only collected from MW-4R and MW-5.
The surface seep sample was analyzed for Appendix I VOCs. A copy of the analytical report is presented in Appendix C.
For data analysis, groundwater monitoring well results were compared to 15A NCAC 2L Groundwater Standards, the regulatory basis established to determine groundwater quality. Surface water results were compared to 15A NCAC 2B Surface Water Standards. Monitoring wells

had one (1) or more analyte concentrations that exceeded their respective groundwater standards. No analyte concentrations detected in the surface water samples exceeded their respective standards. Detections are discussed below. Analytical results are summarized in Table 3.
No organic constituents were detected above laboratory method reporting limits in any of the groundwater or surface water samples during the April 2017 monitoring event.
For inorganic constituents, barium, calcium, cobalt, sulfate and vanadium were detected in groundwater monitoring wells and/or surface water samples above laboratory method reporting
limits. All of the barium concentrations were below their respective 15A NCAC 2L Groundwater Standard. No 15A NCAC 2L Groundwater Standard exists for calcium. Cobalt was detected at concentrations which exceeded its 15A NCAC 2L Groundwater Standard. One (1) cobalt
concentration was “J flagged” or estimated, with the Limit of Quantitation (LOQ or reporting limit) for cobalt exceeding its respective NCAC 2L Groundwater Standard. Sulfate was detected at a concentration which exceeded its respective 15A NCAC 2L Groundwater Standard. Vanadium was
detected in one (1) well at an estimated (J flagged) concentration which exceeded its respective NCAC 2L Groundwater Standard, with the LOQ also exceeding the NCAC 2L Groundwater Standard. As noted above, quarterly landfill gas monitoring events were conducted on for 10 landfill gas wells located near the waste boundary during the reporting period. All gas wells exhibited 0% LEL through the reporting period. Current and historical landfill gas sampling data are summarized in Table 4. The following summarizes results and observations obtained during this reporting period:
• Groundwater samples were not collected from MW-3 and MW-6 due to unknown well modifications.
• No organic constituents were detected above laboratory method reporting limits in any of the groundwater or surface water samples during the October 2017 monitoring event.
• Cobalt was detected in two (2) groundwater monitoring wells (MW-4R and MW-5) at concentrations that exceeded the 15A NCAC 2L Groundwater Standard of 1 ug/L. The cobalt concentration for MW-4R was “J flagged” or estimated with the reporting limit exceeding its respective NCAC 2L Groundwater Standard. It should be noted that background soil samples were collected during the initial seep investigation (2010) to assess naturally occurring site conditions. Results from the study included detection of
cobalt at a maximum concentration of 9.34 milligrams per kilogram (mg/Kg). The NCDEQ - Inactive Hazardous Sites Branch (IHSB) has established a soil cleanup level protective of groundwater for cobalt at 0.9 mg/Kg. Oxidation Reduction Potential (ORP) measurements
in monitoring well MW-5 indicated the presence of a reducing environment potentially mobilizing background metals from soils. Some, if not all, of the cobalt detected during monitoring may be due to mobilization of background metals from soil.
• Sulfate was detected in one (1) monitoring well (MW-5) at a concentration of 270 ug/L,
which exceeded its 15A NCAC 2L Groundwater Standard of 250 ug/L.

• Vanadium was detected at an estimated (J flagged) concentration of 2.8 ug/L, which exceeded its respective NCAC 2L Groundwater Standard.
• No inorganic element concentrations detected in surface water exceeded their respective 15A NCAC 2B Standards during this monitoring event.
• All gas wells exhibited 0% LEL through the reporting period, which is consistent with
