Interim Director Subject: Request for Additional Information Stormwater Permit No. SW6180202 Atlantic Coast Pipeline — Contractor Yard (CY SPR 10-A) Cumberland County Dear Mr. Robinson: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on February 27, 2018. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Since the applicant is the lessee, the property owner(s) must sign Part IX. of the application form SWU-101. 2. Provide a completed Supplement EZ form for each BMP. This is available on our website at: https://deq.nc.gov/about/divisions/energy-mineral-land-resources/energy- mineral-land-permit-guidance/stormwater-bmp-manual 3. Provide a completed O&M Agreement (with original signature) using the O&M EZ form [MDC 11]. This is available on our website at: https:Hdeq.nc. gov/about/divisions/energy-mineral-land-resources/energy-mineral-land- permit-guidance/stormwater-bmp-manual 4. Provide an access and maintenance easement around each SCM out to the public right-of- way [MDC 9]. 5. Provide plan details for each SCM in accordance with 15A NCAC 02H .1042(2)(h). 6. Provide a soils report that includes the SHWT elevation and infiltration rate within the footprint of each SCM [Inf. MDC 1 & 2]. Calculations must be based on these in-situ infiltration rates, not an assumed rate. State of North Carolina Environmental Quality Energy, Mineral and Land Resources 512N. Provide supporting calculations for each SCM that demonstrates all MDC (general MDC & infiltration basin MDC) are met (1" WQV calcs, infiltration drawdown of WQV, etc.). 8. Due to the significance of the missing information, additional comments may be forthcoming after this additional information is received and reviewed. 9. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: https:Hedocs.deg.nc.gov/Forms/SW_Project Submittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to March 30, 2018, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6180202 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
