Inspection Summary:
• Attachment A of the Permit allows for a maximum annual distribution of 100 dry tons. Application rates for the 2018
reporting period exceeded the permitted amount by 331.63 dry tons (431.63 dry tons total). While this office understands
that process repairs/changes and the extremely wet weather in late 2018 led to the overapplication, please note that an
exceedance of the permitted amount was noted last year in a review of the 2017 annual report. While your cover letter
states that no exceedance in annual dry ton application is anticipated going forward, you may wish to consider requesting
an increase in permitted dry tons to prevent further non-compliance with the Permit in the future.
• Attachment A of the Permit requires that sampling frequency is increased to quarterly if the dry tonnage is equal to or
greater than 319 dry tons but less than 1,650 dry tons. The actual dry tonnage distributed from your facility (431.63 dry tons)
facilitated the quarterly sampling requirement, but only annual sampling was conducted.
