Dear Mr. Elmore:
This Office is in receipt of the plans dated December, 2004 for stormwater management facilities associated with
the Bryan Boulevard Relocation portion of the referenced project, prepared on your behalf by Baker and Associates. Staff
from the Division of Water Quality reviewed the plans and found them acceptable to meet Condition 8b of the 401 Water
Quality Certification issued November 10, 2003, with the following modifications:
1) The stormwater plan checklist shall be initialed at each item listed to certify that requirements are
met and shall be provided to this Office by March 19, 2004;
2) Baffles shall be placed in each detention basin during the construction phase. The baffles can be
made from jute or silt fence materials.
3) The basins shall be supplemented with a Faircloth skimmer or similar device that removes water from the
surface of the pond. NC State Extension (Dr. Rich McLaughlin) should be able to provide information on this
device.
Please note that this approval is for water quality purposes only and shall not be construed as an approval of the
design for dam/outlet structure integrity, Dam Safety, public safety, or flood attenuation purposes.
