List the total estimated acreage of all existing wetlands on the property: 0.067 4g. List the total estimated linear feet of all existing streams on the property: 525 (Intermittent) 4h. Explain the purpose of the proposed project:* The North Carolina Department of Transportation (NCDOT) is proposing a Northwest quadrant connection between US 74 (Eastwood Road) and SR 1409 (Military Cutoff Road). The south end of this proposed connection will create a new signalized intersection along Eastwood Road located approximately 800 feet west of Military Cutoff Road, whereas the north end ties into the existing intersection of Military Cutoff Road at Drysdale Drive (and is thus tentatively named Drysdale Drive E)tension). Removing left turns from the main intersection improves the efficiency of the intersection. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed project will construct a 4 lane variable width median roadway on new location. The project will also include a multiuse path and sidewalk. A stormwater pond for the Eastport subdivision will have to be relocated. The pond will be owned and managed by the City of Wilmington. The project will impact a small depression wetland and 525 linear feet of an intermittent UT to Bradley Creek. However only 372 linear feet are considered loss of Waters of the US. Included in the proposed permanent impacts are 91 linear feet of channel improvements to correct vertical stream banks and to remove sediment prohibiting positive flow. The project also includes 62 linear feet of stream relocation which is required to accommodate a planned development (CenterPoint) that is proposed adjacent to the project. Standard road building equipment such as trucks, bulldozers and excavators will be used to construct the project. 4j. Please upload project drawings for the proposed project. Comments: Only 372 If. of stream is permanent loss of waters of the U.S. that requires mitigation. Channel improvements involves correcting vertical banks and removing sediment to restore positive flow. The channel relocation will be constructed to the existing stream dimensions but with flatter and more stable slopes. This reach of stream has been modified by excavation and currently unstable. E. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Slopes throughout the project are being proposed at 3:1 to minimize impacts. Stream impacts have been minimized to the maximum extent practicable and open channels have been utilized as much as possible given the constraints on this project requirements and the adjacent proposed development. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: All utilities relocation will be installed within the e>asting roadway fill section. Appropriate BMP's will be used throughout the project to prevent offsite sediment and turbidity. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State? r Yes t^ No 2c. If yes, mitigation is required by (check all that apply): r DWR I7 Corps 2d. Stormwater Management and Diffuse Flow Plan (required by DWR) 1. Diffuse Flow Plan la. Does the project include or is it adjacent to protected riparian buffers identified within one of the NC Riparian Buffer Protection Rules? r Yes r No If no, explain why: Project is not located within a protected basin. 2. Stormwater Management Plan 2a. Is this a NCDOT project subject to compliance with NCDOT's Individual NPDES permit NCS000250?* r Yes r No Comments: NCDOT will abide by all requirements of the NPDES permit NCS000250. Post construction treatment of stormwater runoff has been proposed to the mammum extent practicable by utilizing a storamter vegetated Swale at the outfall prior to the water discharging into jurisdictional waters. G. Supplementary Information 1. Environmental Documentation la. Does the project involve an expenditure of public (federal/state/local) funds or the use of public (federal/state) land?* r Yes r No 1b. If you answered "yes" to the above, does the project require preparation of an environmental document pursuant to the requirements of the National or State (North Carolina) Environmental Policy Act (NEPA/SEPA)?* r Yes r No Comments:* This project falls under the federal categorical exclusion rules. A CE document was prepared and signed by FHWA documenting that the project is compliant with these rules. 2. Violations (DWR Requirement) 2a.
