REGAN Secretary LINDA CULPEPPER Director Kenneth Keel Utilities director Town of Hillsborough PO Box 429 Hillsborough, North Carolina 27278 Dear Mr. Keel, NORTH CAROLINA Environmental Quality September 27, 2019 Subject: Compliance Inspection Permit No. WQ0038580 Town of Hillsborough WTP Class A Distribution Orange County i .i Oki 109 Staff of the Division of Water Resources (DWR), Water Quality Regional Operations Section (WQROS), Raleigh Regional Office (RRO) inspected the records and application fields for the Town of Hillsborough Class A WTP residuals distribution permit on September 26, 2019. The purpose was to conduct a compliance inspection. The facility has contracted with EMA Resources Inc, Mocksville, NC, to distribute the Class A residuals and provide technical assistance to assure environmental compliance and to assure they meet the requirements related to performance standards, operation and maintenance responsibilities, and monitoring & reporting. Currently, the plant's treatment residuals are pumped to two 1.5 MG Iagoons where the solids settle and the resulting decant is pumped to the Town of Hillsborough Wastewater Treatment Plant. There are two additional lagoons where thickened residuals can be pumped for drying. Residuals were hauled and distributed at the end of August and the beginning of September to the D. Pope property, site Oro2, fields 1 through 5. Fields were inspected and residuals appeared to have been spread on mowed fields in compliance with permit conditions. Residuals were analyzed for metals, pathogens, TCLP, PAN, SAR rates and found to be within permit limits.
