A copy of the Compliance Inspection Report is enclosed for your review. Along with yourself, Mr. Brian Scott, Operations Manager, was also present during the inspection and both your and his time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG080000 under Certificate of Coverage NCG080926. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Cartledge Creek, a Class C waterbody in the Yadkin -Pee Dee River Basin. As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG080000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. Met with Joe Reynolds, Division Manager, and Brian Scott, Operations Manager. Reviewed facility's Stormwater Pollution Prevention Plan (SPPP), which appeared to contain all permit required components and is updated annually. Related documents pertaining to site inspections, employee training, etc. were included with the SPPP. Vehicle maintenance is conducted onsite by a third -party contractor, however less than 55 gallons of new motor oil is used per month such that analytical monitoring under the NCG080000 permit is not required. Qualitative (visual) monitoring is conducted and recorded semi-annually. Facility has three stormwater discharge outfalls. Due to the inaccessibility of the end of the stormwater pipes, monitoring is conducted at each of the drop inlet drains leading directly to the outfalls. Site observations were made of the storm drains/outfalls, trash off-loading area and ASTs, which have secondary containment. At the time of inspection, facility appeared to be well operated and maintained.
