Dear Mr. Baxley:
On August 1, 2019, a site inspection was conducted for the Rockfish Creek WRF facility located at 2536 Tracy Hall Road,
Fayetteville, Cumberland County, North Carolina. This facility was issued a No Exposure Certification for Exclusion from
NPDES Stormwater Permitting on November 9, 2009. A copy of the Compliance Inspection Report is enclosed for your
review. The time and assistance provided by you and Scott McCoy during the inspection is greatly appreciated.
As a result of the inspection, the facility was found to be in compliance with the conditions of No Exposure Certification
NCGNE0613. Please refer to the enclosed Compliance Inspection Report for additional comments and observations
made during the inspection.
Please note that under the No Exposure Certification, you are obligated to maintain no exposure conditions at your facility.
If conditions change such that your facility can no longer qualify for the No Exposure Certification, you are obligated to
immediately obtain NPDES Stormwater permit coverage for your stormwater discharge. Otherwise, the discharge
becomes subject to enforcement as an un-permitted discharge. If you or your staff have any questions, comments, or

Inspection Summary:
Inspection conducted in response to notification of a recently constructed septage off-loading station and to determine
compliance with the facility's No Exposure Certification. Met with Scott McCoy and Chuck Baxley to make observations of
the septage station and surrounding area. Station is constructed such that trucks back into a downward sloped concrete.
ramp with concrete walls on three sides. After off-loading the septage and before pulling away from the station, the truck can
be rinsed off with a supplied water hose. The adjacent roadway/drainage area appears to drain toward the station, however
curbing has the potential to drain larger storm events toward a nearby catch basin. As a precaution and BMP, sandbags
have been placed around the nearest storm drains. Recommendations were made to place additional sandbags along the
curbing at the septage station, develop an SOP for haulers and facility staff regarding appropriate operating procedures/spill
notification, providing a spill kit in the area, and posting applicable signage. Based on the observations made at the time of
inspection, facility is in compliance with the conditions of their No Exposure Certification.
