I will note in the file that this year will not be a fiscal year report. The switch to fiscal year reporting is to base the program on the funding cycle and support the NPDES MS4 program funding requirements. Send all suspicious email as an attachment to report.spam@nc.gov   Good Morning Jeanette, We communicated about our deadline for annual reporting a few weeks back. I had been of the understanding that our deadline had always been Sept 1, and that I could stick with that deadline as well… (I also had not been aware that reports could be done in any other format other than the online system)… I am almost done w/ this year’s report and will be able to send it after I go over it with McGill Associates next week… I also had not been aware that reports were to be based on fiscal years so will have to adjust that in the future. Just mainly want to re-confirm deadline… Do I now have until October 31? Or could we get dinged if it’s not in by Sept 1? Thank you again! Eric (Town of Fletcher) From: Powell, Jeanette [mailto:Jeanette.Powell@ncdenr.gov] Sent: Wednesday, August 7, 2019 4:27 PM Annual Report Reminder Just a friendly reminder that MS4 Permit annual reporting time is upon us. Unless your MS4 has another arrangement with this office (in writing), annual reports should be prepared for the previous fiscal year (July 1, 2018 – June 30, 2019) and be submitted to DEMLR by October 31, 2019. Please submit the annual report to my attention via e-mail or snail mail (contact info below). There is no specific format required for MS4 annual reports at this time. You may elect to use the online Stormwater Management Program Assessment (SWMPA) tool, but it is not required. If you need SWMPA login assistance, please send me an e-mail request. Public Permit Files Some permit files may now be viewed in our public Stormwater Program Laserfiche Repository. MS4 permit file information can be looked up using the individual permit number (NCS000###). We anticipate having complete file information available for the NPDES Industrial and MS4 programs by the end of 2019. MS4 Audits DEMLR and EPA have performed 15 MS4 permit compliance audits to date. As a reminder, the MS4 Audit Schedule is on our web page. If 2019 is your year, you will be hearing from myself or one of the following Regional Office staff soon! Asheville Regional Office Isaiah Reed Mooresville Regional Office James Moore Winston-Salem Regional Office Brandon Wise Raleigh Regional Office Thad Valentine NCG01 Permit for Construction Activity The $100 annual permit fee for the NPDES NCG01 Permit began on August 1, 2019. Going forward, an applicant will initially submit an electronic Notice of Intent form (eNOI) without payment. Then, after DEMLR stormwater staff review the eNOI and determine that it is complete, the applicant will receive an email with instructions for each of three payment options (credit card, e-check and paper check). The Certificate of Coverage (COC) will be issued within 24-48 hours of DEMLR receiving payment. More information is available on the construction web page. Please visit the MS4 web page for additional information, tools, etc. And, as always, please let me know if you have any questions, comments, concerns or suggestions regarding the MS4 Permitting Program.
