The short answer is yes. The following information may help you going forward-
All MS4 permits require submittal of annual reports. Ranlo has held a permit since 2005 and there
are no annual reports on file.
DEMLR will audit the current permit in 2020 (the current permit was issued and effective on
02/20/2017). Annual reports used to be based on permit year, and then the requirement was
changed to standard fiscal year reporting in 2018 with a (one-time mandatory) online Stormwater
Program Assessment (SWMPA) submittal. The SWMPA reporting tool is now optional, MS4s can
submit a narrative report if they prefer.
So, through the end of this calendar year, Ranlo should have submitted three annual reports for the
current permit:
DUE DATE REQUIRED ANNUAL REPORT STATUS
02/20/2018 Permit year, any format not on file
10/31/2018 Fiscal year, SWMPA required not on file
10/31/2019 Fiscal year, any format due 10/31/2019
During Ranlo’s upcoming compliance audit in 2020, any “not on file” annual reports will be recorded
as a significant non-compliance item. Many Phase II MS4s are in this situation, and have significant
non-compliance in other program areas as well. Following the audit in 2020, Ranlo will be required
to develop a new comprehensive Stormwater Management Plan (SWMP) using the DEQ template,
and obtain a new permit. The SWMP will establish the steps that the MS4 will take to come into
compliance by addressing recorded deficiencies and all permit conditions (see Baseline Phase II
Permit Template in the Phase II MS4 Toolbox on the MS4 Forms, Tools & Resources page). If a
Notice of Violation is issued in response to the audit (and that is what most MS4s are currently
receiving), then Ranlo will also have to pass a Council Resolution acknowledging the stormwater
permit requirements, which include funding the program.

I have attached the list of all the questions that are in the SWMPA. It is a comprehensive
list, so not all questions are applicable to every MS4. The form will not accept blanks, so
you must enter 0 or NA for the questions that don’t apply. And you must click submit at
the end or it will float in cyberspace forever. It is a clunky system, but some people like it.
Unfortunately, it appears that nobody from Ranlo has ever used the SWMPA, so you will
be starting from scratch if you use this system. However, once you enter data, it is easy to
update it the following year. I recommend filling out the excel questions first and then
just do a single plug-n-chug data entry session. Or, if you prefer, you may submit a
written report summarizing the year’s stormwater activities.

Ms. Powell, I took over as the public works director for the Town of Ranlo in
December. I do not have any log in information or password to enter the site.
And to be honest with you I hope I can figure out what all needs to be sent in
on the report. We are making great strides here in Ranlo and turning a lot of
things around. Please forgive me in not knowing this log in and password.
