4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The project is located Northwest of Lake Raleigh and just East from the intersection of Avent Ferry Rd and Trailwood Dr in Raleigh, NC. The immediate area consists of residential (R-
10) zoned hardwood forest surrounded by urban housing and commercial businesses. The project site is primarily flat land consisting of silty clay loam soils. The site consists of a mixed
pine hardwood forest containing red maple, sweet gum, and loblolly pine. The understory consists of green ash, Willow oak, and water oak saplings and a Japanese stilt grass, Chinese
privet, and giant cane herbaceous layer. An existing sanitary sewer line is located adjacent to the proposed greenway trail.

4h. Explain the purpose of the proposed project:*
THe city of Raleigh proposes to construct a segment of the Walnut Creek Greenway, which will connect from the existing Walnut Creek Greenway at Trailwood Drive to NCSU Centennial
Campus in Raleigh. This trail segment is approximately 1/4 mile in length. The trail will include on bridge crossing of a perennial stream, Busy Creek. The purpose of the project is to
connect two existing portions of the Walnut Creek Greenway. The new connection will allow pedestrian traffic to avoid walking along a busy roadway (Advent Ferry Road) using a
narrow, dilapidated sidewalk.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The City of Raleigh is proposing to construct an approximately 700 foot extension of the Walnut Creek Greenway trail which is a fifteen -mile -long trail east -west off -road transportation
network. The project will include a 10 foot wide asphalt path and a pedestrian bridge over Bushy Creek.
Standard construction equipment will be used for the project. Construction of the bridge will be from the top of the bank, and no equipment will be located within the stream channel.
4j. Please upload project drawings for the proposed project.

E. Impact Justification and Mitigation
1. Avoidance and Minimization
3.7MB
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Throughout the project development and preliminary engineering design process, efforts have been made to avoid and minimize impacts to wetlands
and streams. To minimize impacts to wetlands and streams, the trail's path parallels Walnut Creek at the narrowest section of the wetland (WA). The
temporary staging area was positioned to the West of the wetland (WA) causing no direct disturbance.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
To minimize stream impacts, a bridge will be constructed over Bushy Creek maintaining natural water flow of the stream. All work will be conducted
from the top of the bank. For stabilization, approximately 10 feet of riprap would be place below the top -of -bank, but above the ordinary
high water mark (OHWM), on the left bank of Bushy Creek near the bent of the pedestrian bridge.
2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State
2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State?
r Yes r No
2b. If this project DOES NOT require Compensatory Mitigation, explain why:
Impacts to WoUS do not exceed the thresholds outlined in NWP 42 and general condition 23 so no mitigation is required.
F. Stormwater Management and Diffuse Flow Plan (required by DWR)
1. Diffuse Flow Plan
1a. Does the project include or is it adjacent to protected riparian buffers identified within one of the NC Riparian Buffer Protection Rules?
r Yes r No
What type of SCM are you providing?
F Level Spreader
F- Vegetated Conveyance (lower SHWT)
F- Wetland Swale (higher SHWT)
F Other SCM that removes minimum 30 % nitrogen
V Proposed project will not create concentrated Stormwater flow through the buffer
