any land disturbing activities PRIOR to holding a
scheduled Pre -Construction Conference (Pre -Con.). To
prepare for this Pre -Con follow these steps:
1. Complete and submit an electronic Notice of Intent
(NOI) form requesting a Certificate of Coverage
(COC under the NCG010000 Construction
Stormwater General Permit. See attached approval
letter for link to apply.
2. Receive your COC within 3 business days from
DEMLR. (Email a copy of the COC to Danielle
mR.udisill: drudisill lincolncount .or )
3. Contact our office at 704-736-8501 to schedule your
Pre -Construction Conference prior to any land
disturbance. (A pre -con cannot be scheduled
without first obtaining a COC from DEMLR) Your
copy of the approved plan and grading certificate
will be delivered to you and/or your grader onsite
at the meeting.

Dear Mr. HomiKonStodpon.
This office has reviewed the subject Soil Erosion and Sedimentation Control Plan. We find the plan to be acceptable
and hereby issue this Letter of Plan Approval, If any modifications, performance reservations, or recommendations are
applicable, a list is enclosed and incorporated as a part of this letter of approval. If any modifications are not
incorporated into the plan and implemented inthe field, the site will be in violation nfthe Soil Erosion and Sedimentation
Control Ordinance of Lincoln County. This plan approval shall expire two (2) years following the date of approval, if no
land -disturbing activity has been undertaken, moiarequired by Lincoln County Soil Erosion and Sedimentation Control
Ordinance Section 0(b).
As of April 1, 2019, all new construction activities are required to complete and submit anelectronic Notice mfIntent
(NO|)form requesting Certificate of Coverage (COC) under the NCGO1 0000 Construction Stormwater General
Permit. This form MUST be submitted prior to the commencement of any land disturbing activity on the above named
project. The NOI form may be accessed at deq.nc.g2v/NCG01. Please direct questions about the NOI form to Annette
Lucas at Aninette.lucas@ncdenr.gov or Paul Clark at PauI.cIa.rk(�D_ncdenr..qo . After you submit a complete and correct
NOI Form, a COC will be emailed to you within three business days. Initially, DEMLR will not charge a fee for
coverage under the NCGO1 permit. However, on or after August 1, 2019, a $100 fee will be charged annually. This fee
is to be sent to the DEMLR Stormwater Central Office staff in Raleigh,
Title 15A NCAC 4B 011 8(a) and the NCGO1 permit require that the following documentation be kept on file at the
job site:
1.The approved E&SCplan aawell aoany approved deviation,
2.The NCGD1 permit and the COC.once i\iareceived.
3.Records ofinspections made during the previous 3Odays.
Also, this letter gives the notice required byG.8. 113A~&1.1(a)and Lincoln County Soil Erosion and Sedimentation
Control Ordinance Section 11 (f) of our right of periodic inspection to insure compliance with the approved plan.
Lincoln County's Soil Erosion and Sedimentation Control Ordinance is performance -oriented, requiring protection of
existing natural resources and adjoining properties. If, following the commencement of this project, the Soil Erosion and
Sedimentation Control Plan is inadequate to meet the requirements of the Sedimentation Pollution Control Actmf1Q73
(North Carolina General Statute 112A- 1thmugh60amdLinuo|nCoun1ySoi|Emnioneod3odimuntadiomContm|
Ordinance Section 9(d), this office may require revisions to the plan and implementation of the revisions to insure
compliance with the Act.
Acceptance and approval of this plan is conditioned upon your compliance with Federal and State water quality
laws, regulations, and rules. In addition, local city or county ordinances or rules may also apply to this land-disturb,ing
activity. This approval does not supersede any other permit orapproval.
Please note that this approval iabased impart onthe accuracy uf the information provided inthe Financial
Responsibility Form, which you provided. You are requested to file an amended form if there is any change inthe
information included onthe form.
