Certification Statement: I Keri Cantrell certify to the best of my knowledge that the addition of the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity related sanitary sewer overflows or overburden any downstream pump station en route to the receiving treatment plant under normal circumstances, given the implementation of the planned improvements identified in the planning assessment where applicable. This analysis has been performed in accordance with local established policies and procedures using the best available data. These plans are approved under Charlotte Water permit number PWP-0819-62 dated August 28, 2019. Plans prepared by Timmons Group, call for the installation of approximately 19LF of 6" PVC, 6' of 2" PVC and all appurtenances to serve Abbington Westside Apartments. The construction of this project will be in accordance with Charlotte Water Specifications. Please note that an "Authorization to Construct" requires both this approval of Engineering Plans and submittal of a complete Water System Management Plan, if applicable. Charlotte Water's Backflow Prevention requirements involve additional location restrictions and more detailed installation specs. The Authorization to Construct (ATC) is valid for 24-months from the issue date (refer to attachment). The ATC may be extended if the Rules Governing Public Water Supplies and site conditions have not changed (see Rule .0305). The ATC and the engineering plans and specifications approval shall be posted at the primary entrance of the job site before and during construction. Upon completion of the construction or modification, and prior to placing the new construction or modification into service, the applicant shall submit an Engineer's Certification and an Applicant's Certification directly to Jason Jarrett of this office. Engineer Certification: in accordance with Rule .0303 (a), the applicant shall submit a certification statement signed and sealed by a registered professional engineer stating that construction was completed in accordance with approved engineering plans and specifications, including any provisions stipulated in Charlotte Water's engineering plan and specification approval letter. Applicant Certification: in accordance with Rule .030 (c), the applicant shall submit a signed certification statement indicating that the requirements for an Operation and Maintenance Plan and Emergency Management Plan have been satisfied in accordance with Rule .0307 (d) and (e) and that the system has a certified operator in accordance with Rule .1300. The "Applicant Certification" form is available at www.deh.enr.state.nc.us/pws/ (click on Forms under the Plan Review heading). Once the certifications have been received and determined adequate, Charlotte Water will issue a "Final Approval" letter to the applicant. In accordance with Rule .0309 (a), no portion of this project shall be placed into service until Charlotte Water has issued Final Approval. Please Note: Although North Carolina Department of Environment of and Natural Resources (NCDENR) requirements for Backflow Prevention has been applied in this approval, this approval shall NOT be considered to also serve as the required approval that must be obtained from the Charlotte Water Backflow Prevention Division. Charlotte Water's Backflow Prevention requirements involve additional location restrictions and more detailed installation specs.
