Re: Site visit for EPA Program Development Grant - Review of mitigation projects by DWQ
Dear Mr. Hoots:
As part of a Wetland Program Development Grant from the US Environmental Protection Agency, the
Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit is conducting a
statewide evaluation of compensatory stream and wetland mitigation success. Tammy Hill and Eric Kulz
from this Unit conducted a site visit at the above-referenced mitigation project on June 9, 2009. Our
comments are as follows:
The project appeared to have been constructed according to the approved mitigation plan. The area
including a combination of created wetlands and extended stormwater wetlands has yielded a matrix of
marsh, shrub-scrub, and bottomland hardwood fringe. This system provides a range of habitat and water
quality functions to the local environment. The stream that has been restored was observed to be stable
and supporting a developing community of aquatic insects and diverse riparian buffer vegetation.
Minor infringement (dumping of trash and Christmas trees) was observed along the restored stream
within the new subdivision. We suggest installation of easement boundary markers to alert adjacent
landowners to the presence of the mitigation project and prevent further encroachment. We also request a
map and/or narrative information detailing the location of the preserved wetland, the mitigation easement
boundary, and the party responsible for the long-term protection of the mitigation areas.
We commend you on the success of the mitigation project thus far. We greatly appreciate your
