PROJECT SUMMARY: Applicant is proposing to install/extend the existing boatramps and floating dock and perform maintenance excavation. NTB Wildlife Ramp Page Two 9. PROJECT DESCRIPTION: The project site is located off NC Hwy 210, adjacent to Stump Sound, in North Topsail Beach, Onslow County. To get to the property from the Wilmington take US Hwy 17N to Old Folkstone Road. Take a right onto Old Folkston Road and travel to the first stoplight. This is NC Hwy 210, take a right. Then travel across the high rise bridge and take the first left as you reach the bottom of the bridge. Follow this road to the boat ramp. The project site is owned by the NC Department of Transportation and the NC Wildlife Resources Commission has an agreement with the NCDOT to use this site for boat access, please see the Right of Way Encroachment Agreement. The size of the project area is approximately 40,000 ft.2. The entire property is the NC Hwy 210 right of way which encompasses a large land area. The project site has approximately 390' of shoreline frontage and elevations ranging from 0' above normal high water (NHW) at the water to approximately 2.5'@ NHW. The property is bordered by Stump Sound to the east north, and west and vacant land to east. The project is located along a canal located under the 210 bridge. The canal is approximately 127' in width. The outer edge of the bridge bents are approximately 65' from the shoreline, this is a little over 1/2 the width of the water body. There is an existing paved road, gravel parking area, two boat ramps and a floating dock for access to the boat ramps. The ramps and the floating dock are located between two of the bridge bents. The majority of the coastal wetlands on the site are located n the eastern side of the project area and the proposed work would be located on the western side where there is sparse and patchy areas of Glasswort (salicornia spp.) and Spike Grass (Distichlis Spicata). The coastal wetlands present on the eastern side of the project site consists of Black Needlerush (Juncus roemarianus), Salt Meadow Grass (Spartina patens), Giant Cordgrass (Spartina Cynosuroides), Spike Grass (Distichlis Spicata), Bulrush (Scirpus, spp.) and Salt Marsh Cordgrass (Spartina alterniflora). The coastal wetlands on site range in width from 2' to 50'. The North Topsail Beach Land Use Plan classifies the upland areas of this project as conservation. The waters of the project site are classified as SA-ORW by the NC Division of Water Quality. The NC Division of Marine Fisheries has designated NOT this area of Stump Sound as a Primary Nursery Area, and the waters adjacent to the proposed project are closed to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to replace and extend the existing boat ramp. There are currently two boat ramps measuring 15' in width and extend approximately 29' below NHW. The applicant is proposing to replace them with two ramps measuring approximately 15' in width and measuring 40' below NHW. In an effort to allow for boats to tie off to the dock while waiting in line to pull the boats out of the water, the applicant is proposing to remove the existing fixed dock and replace it with a floating dock measuring 6.5' in width and 65' in length. The floating dock would extend approximately 45' into the waterbody measuring from the NHW line. The applicant is also proposing to perform maintenance excavation from the boat ramps to the AIWW. The proposed dredge area would measure approximately 10' in width and 1000' in length to a final depth of -5' @ NLW. The excavated material would be placed in a spoil disposal area to be located on site measuring approximately 25' x 25' and enclosed with a silt fence. The last thing the applicant is proposing to do is install rip-rap along the shoreline starting at the boat ramp and heading north for approximately 100' and would measure approximately 10' in width. NTB Wildlife Ramp Page Three 10. ANTICIPATED IMPACTS The proposed boat ramps would fill approximately 1200 ft.2 of Shallow Bottom. The proposed rip-rap would fill approximately 25 ft.2 of coastal wetlands. The proposed floating dock would incorporate approximately 293 ft.2 of Public Trust Area and the proposed approach and spoil disposal area would disturb approximately 1,795 ft.2 of highground. The proposed excavation would result in the disturbance of approximately would disturb 10,000 ft.2 of shallow bottom. Submitted by: J. W. Giles Date: September 15, 2009 Office: Wilmington West Onslow Beach Boating Access Area Project Narrative July, 2009 The North Carolina Wildlife Resources Commission proposes the renovation of the West Onslow Beach Boating Access Area in Onslow County. The existing site serves the local area as an access point to the Intercoastal Waterway. The access area is open 24 hours a day, 7 days a week free of charge to the boating public. The area is unmanned and receives routine maintenance at two week intervals during boating season. The current conditions of this site are substandard, and at this time NC Wildlife would like to complete a renovation of the access area to bring it up to the current access area standards. The current ramps are not long enough or steep enough to safely facilitate boat launching. The current dock is too short to allow for safely loading and unloading boats. The proposed improvements would correct the above issues by replacing the existing ramps with ramps of the appropriate slope to allow boaters to more safely launch and retrieve boats at all water levels of the normal tidal range. Additionally, a longer dock is proposed to provide safe access along the entire length of the ramps. The anticipated order of work is as follows: 1.New slabs will be poured on high ground. 2. The existing ramps, dock, and base material will be removed. The new ramp bases will be graded and pre-formed concrete slabs will be pushed into place as the launch ramps. 3. A concrete abutment will be poured and the new floating dock sections will be installed. 4. We will bucket to barge dredge approximately 1000' in the channel to tie back to the existing -5' contour. The new floating dock will not extend beyond the existing bridge bent and will not impede the perceived navigable waterway. The new dock will not impact future development of the property directly across the canal because the property also lies in DOT ROW and therefore there is no potential for future private development. The site is located in a Primary Nursery Area. This is a maintenance project that is only changing the footprint of the two existing ramps and excavation is only proposed directly beneath the launch ramps. The impact area has been minimized by not changing the ramp locations and only proposing a single center dock as opposed to two outside docks which would require a wider footprint. About 1000 feet of dredging in the canal is necessary to link the existing -5' contour. The dredging will create about 1400 square feet of excavated material that will be taken to the Onslow County Landfill after dewatering. The temporary stockpile will be located outside the 30' buffers from both sides of the project area. Although no surveys have been conducted, no known Submerged Aquatic Vegetation is in the area. J UL 2 9 2009 Impervious surface will not be increased on the site. Therefore, we believe to be exempt from applying for a stormwater permit. Plans will be submitted to DWQ to verify the exemption. Improvements to the site were minimized to maintain the existing natural character of the site and to minimize proposed impervious surface to the greatest extent practicable. The proposed site features mimic the existing site features to the greatest extent possible while maximizing the functionality of the public boating access area. Additionally, we would like to revegetate areas where erosion may have previously occurred with native grass to further enhance the quality of the site. A..
