This annual fee is required by the North Carolina Administrative Code. It covers the administrative costs associated with
your permit. It is required of any person holding a permit for any time during the annual fee period, regardless of the facility's
operating status. Failure to pay the fee by the due date will subject the permit to revocation. Operating without a valid
permit is a violation and is subject to a $10,000 per day fine. If the permit is revoked and you later decide a permit is
needed, you must reapply, with the understanding the permit request may be denied due to changes in environmental,
regulatory, or modeling conditions.

1 did have one question that I forgot to ask you - can you please tell me the percentage of recycling each type takes up at
your facility?
% Recycling ofautomotive and motorized vehicles including motorized farm equipment - %?
% Recycling of other scrap material including non -motorized farm equipment and white goods - %?
The reason I ask is that on the phone it sounded like your main recycling material is mainly cars and other alAolnottVe
machinery. if this is the case then Mr. Campbell will have to actually Apply for a different type of stormwater permit - the
NCG 100000 - NvI]rch is Used motor vehicles. The requirements are veiy similar but we need to have it under the correct
permit. He will not have to submit another check or maps.
Ifyou could please let me know I would appreciate it and I will let Mr. Campbell know if he needs a different type of
stortnlwater permit.

• Bradley: not selling unto parts so they are not NCG10,_selling auto parts directly to the public would be
NCG l ll. Selling auto metal to a recycler or wholesale is NCG20, even if they have fluids to drain — there is
language in NCC20 that addresses that.
• Told James Weineger (their EHS guy) that they are ok under NCG20.

Hi Rob,
We've received an NOI from Carolinas Recycling Group, Inc. for their recycling facility in Cherryville
(Cleveland County) for coverage of their metal recycling facility under NCG20 (Scrap Metal). The site
discharges stormwater into Buffalo Creek (WS-III). The NOI is attached.
Does the Mooresville Regional Office have any concerns about issuing this facility a COC for this general
permit, and are there any potential impacts to wetlands? If we don't receive any objections, we'll issue the
COC in 30 days, pending DEH approval.
