A copy of the Compliance Inspection► Report is enclosed for your review. Mr. Mitch Taylor, Airport Manager, was also present during the inspection and his time and assistance is greatly appreciated. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as a UT of Browns Creek and a UT of Plum Branch, both Class C waters in the Cape Fear River Basin. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit-NCG150000, Certificate of Coverage-NCG150054. Permit coverage for this facility was issued on February 12, 2010. Met with Mr. Mitch Taylor, Airport Manager, who provided the facility's Stormwater Pollution Prevention Plan (SWPPP) for review. The SWPPP was developed by WK Dickson and finalized in May 2011. It contains all permit -required components and is detailed yet easy to follow. A visual monitoring record was completed by the consultant for March 2011 indicating no flow conditions. A statement prepared by Mr. Taylor on 6/24/11 stated that there was no rainfall during normal operating hours sufficient to produce any runoff since receipt of the SWPPP in May 2011. There were no records of visual monitoring conducted during the first year of permit coverage in 2010. It was relayed to Mr. Taylor that although the general permit contains a compliance schedule of 12 months to develop the SWPPP and provide any necessary secondary containment, all other permit conditions including monitoring became effective immediately upon issuance of permit coverage. It was also relayed that a Notice of Violation letter would be issued for failure to conduct monitoring during the first year of coverage. Observations were made of the facility's fuel storage/fueling area, hangars where maintenance occurs and outfalls.
