Coverage (COC). This permit is reissued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between the state of North
Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as
subsequently amended.) A new Certificate of Coverage (COC) is included with this
letter.

with respect to discharge controls, management, monitoring, and record keeping. Please
review the new permit to familiarize yourself with all changes in the reissued permit. Your
facility has six months from receipt of the permit to update your Stormwater Pollution
Prevention Plan (SPPP) to reflect any new permit requirements.

DEMLR. This permit does not affect the legal requirements to obtain other permits which

County. I appreciate the efforts of Mr. Lawyer and his inputs regarding our Qualitative
Monitoring. There was some misunderstanding on our part as well as numerous other airports
regarding when the monitoring was to commence. We were waiting on our SWPPP which was
completed and approved in March of this year. We are now aware of the requirements as
outlined in our current approved plan. We will strictly adhere to that plan in the future.

On July 15, 2011, Michael Lawyer from the Fayetteville Regional Office of the Division of Water
Quality conducted a site inspection for the Moore County Airport facility located at 7865 Aviation
Drive, Carthage, Moore County, North Carolina. A copy of the Compliance Inspection Report is
enclosed for your review. Mr. Bobbie Cox, Director of Operations was also present during the
inspection and his time and assistance is greatly appreciated. Permit coverage authorizes the discharge
of stormwater from the facility to receiving waters designated as Mill Creek, a Class WS-III,B;HQW:@
water in the Cape Fear River Basin. The site visit and file review revealed that the subject facility is
covered by NPDES Stormwater General Permit-NCGI 50000, Certificate of Coverage-NCG150029.

Inspection Summary:
Inspection conducted to ensure compliance with the conditions of the NCG150000 general stormwater permit for General
Aviation facilities. Met with Mr. Bobbie Cox, Director of Operations, who provided the facility's Stormwater Pollution
Prevention Plan (SWPPP) and available monitoring records for review. The facility's SWPPP was prepared by Talbert &
Bright and finalized on March 15, 2011 within 12 months from issuance of the Certificate of Coverage (March 19, 2010) as
allowed by the compliance schedule listed in the permit. The SWPPP appeared to contain all permit -required components
and was detailed, yet easy to follow. Qualitative Monitoring records were available from March 2011 for the 3 outfalls
identified as receiving stormwater runoff from industrial activity areas. There were no records of monitoring conducted
during the first year of permit coverage. It was relayed to Mr. Cox that this would be considered a violation of permit
conditions as the permit allowed 12 months to develop a SWPPP and provide any necessary secondary containment, but
all other conditions of the permit became effective immediately upon issuance of coverage. Observations were made of
the facility's fuel storage/fueling area, designated vehicle/aircraft wash area and outfalls. A sign has been posted at the
wash area indicating the use of only bio-degradable and phosphate -free soaps. Facility has several BMPs in place or
available including secondary containment, lockable gates, cameras throughout the facility, magnetic drain covers, etc.

I've had a hard time getting in contact with facility personnel regarding the subject NOI. I have left several messages
asking for returned calls including today, which maybe I'll finally get a response. I want to make sure they are aware of
permit conditions and address any questions or concerns they may have prior to permit coverage, but obviously I can't
do that if they don't respond. I recommend we go ahead and issue coverage and I'll provide any necessary assistance to
them if and when they ask.

Mike, I'm not sure who these NOls go to in Fayetteville.
Please review the attached N01 application with the objective of responding to me with a recommendation to issue the
permit. I recognize that you may not visit each new permittee during this N01 review, but it affords you the opportunity
to log the permit into your regional database and add the facility to a future monitoring and compliance visit schedule.
Therefore, your recommendation now to issue the permit serves as your acknowledgement that (1) the facility is located
in your region, (2) that there are no current complaints outstanding about the facility that have not been dealt with, and
(3) that the facility may ultimately be inspected by the regional staff. I've also attached a scanned copy of the NOI and a
location map for your review.
