John Skvarla Governor director Secretary June 4, 2013 Mr. Andrew McManus, Chief Operations Officer Metech Recycling 2150 NC Highway 56 East Creedmoor, NC 27522 i SUBJECT: Compliance Evaluation Inspection Metech Recycling Permit No: NCG 130066 Granville County Dear Mr. McManus: Staff of the North Carolina Division of Water Quality, Surface Water Protection Section, Raleigh Regional Office, conducted a stormwater compliance evaluation inspection of Metech Recycling, 2150 NC Highwy 56 East, Creedmoor, on June 4, 2013. Your assistance was very helpful and appreciated during the inspection process. The following observations were made during the stormwater inspection: 1. Metech Recycling is a facility that recycles electronic equipment (Computers, Printers, Fax Machines, "televisions, etc.) known as e-waste. This facility operates on a 76 acre site. 2. The Stormwater Pollution Prevention Plan (SPPP) for this facility contained all components required- by NCG 130000 with the exception of Section A, item 7 Plan Admendment in reference to plan review and update. The facility has two outfalls. Outfall No. 1 receives stormwater from the south side of the facility site. Outfall No. 2 receives stormwater flow from the west side of the facility. Both outfalls were accessible for sampling at the time of the inspection. 4. This facility does not perform any vehicle maintenance and does not utilize more than 55 gallons of new motor oil per month when averaged over a calendar year. Therefore, the facility is required to perform only Qualitative monitoring. Documentation shows that Qualitative monitoring has been performed as required by NCG130000. I've attached the first page of our NOI per your request. We are going to apply as Metech Recycling. It sounds like it should take about 2 weeks or so to process the name change. I'll be checking their website to see when it officially gets processed. If the signatory authority is correct on the letter, that does not need to be changed. Please let me know if you are going to apply as Metech Recycling or Metech International — and when/if that name needs to be changed in the NC Secretary of State's database, and when that is expected to be. If it is going to be changed, we'll need to wait to issue our permit until the correct name appears in the NC Secretary of State's database. Please reply with the above information within 30 days (December 2, 2011). If that is not possible, please reply in writing as to when you will be able to submit this information.
