The monitoring was conducted under authority granted by Charlotte City Code Chapter 18, Section 18-82. It was also conducted as part of a cooperative working agreement between Mecklenburg County and the North Carolina Department of Environment and Natural Resources (NCDENR) — Division of Energy, Mineral and Land Resources (DEMLR), who has been copied on this report and made aware of monitoring results. A summary table of the monitoring results is attached to this report. Bacteria parameters (Fecal coliform and E. Coli) were elevated. However, sediment, metals and nutrients levels were relatively low when compared to historical monitoring data collected from many industrial sites in Mecklenburg County. The bacteria issue may be due to large amounts of paperboard being stored outside. CMSWS recommends that you develop and implement a plan to reduce outdoor storage by moving more product indoors, creating more covered areas, and increasing outdoor housekeeping frequency in order to reduce pollutant concentrations and to minimize contamination in your site's storm water runoff. The Division of Water Quality (D WQ) has the delegated authority to enforce adopted pollution control rules and regulations. After reviewing the web site for SONOCO facilities it has been determined that two other recycling facilities located in the N'tooresville Regional Office are not listed as permitted facilities in our stormwater data base. If these facilities are currently operating as a non metal recycling operation they should be permitted. Operating a facility without a stormwater permit G.S. 143-215.1 requires that certain industrial facilities must obtain and operate under an NPDES permit for stormwater discharges. NPDES general permit NCG130000 has been established pursuant to G.S. 143- 215.1(b) for discharges of stormwater to surface waters. This general permit is applicable to owners or operators of stormwater point source discharges associated with activities classified as establishments primarily engaged in: wholesale trade of non-metal waste and scrap a portion of standard industrial classification (SIC) 5093.
