Raleivh'Zegiolial Giiire Dear Ms. Romanski: This letter is in response to the NPDES Compliance Inspection Report on the Siler City Wastewater Treatment Plant - NPDES Permit No. NCO026441 and NPDES Permit No. NCG110085. On October 17, 2012, we had Ron Stephens with the Kemp Corporation from Sherrill Fords, NC to come and look at Zone 4B of the equalization basin to determine what type of repair could be made to this wall. At this point, we have not received a cost estimate on this repair. Zone 4A can still be used if necessary and isolate Zone 48. Second Avenue Siler City, NC 27344 Dear Mr. Brower: Dee Freeman Secretary Subject: NPDES Compliance Inspection Report Siler City WWTP NPDES Permit No. NC0026441 NPDES Permit No. NCG110085 Chatham County The North Carolina Division of Water Quality conducted an inspection of the Siler City Wastewater Treatment Plant on June 14, 2012. This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES Permits. A summary of the findings and comments noted during this inspection is provided on the attached copy of the complete inspection report entitled "Water Compliance Inspection Report". The ORC Chris McCorquodale keeps excellent records as evidenced by his ability to accommodate inspector requests for ORC log, DMR's, and Lab Bench data. Further the lab records and lab methods were provided and the assistance of both the ORC and Lab staff during the inspection was greatly appreciated. There were no significant findings except that of a maintenance item under the Equalization Basin/Aerobic Digester section of this report. Please respond in writing to this maintenance item within 30 days of receipt of this report. I However, the facility is requested to continue sampling as described and discussed with the operator to ensure stormwater sampling is completed prior to co -mingling with wastewater, and to ensure sampling of wastewater is done prior to coiningling with stormwater. Comment: The facility has two stormwater outfalls, and no issues were observed the day of the inspection. It should be noted that at outfall 002 - the stormwater is sampled prior to cc -mingling with wastewater and the wastewater is sampled prior to commingling with the stormwater. The current piping does bring these flows together prior to discharge to the stream. The assistance of Mr. Chris McCorquodale, ORC, was greatly appreciated. The Siler City WWTP is permitted to discharge a monthly average flow of 4.0 MGD to Loves Creek, Class C Waters of the Cape Fear River Basin. Components located at the facility and operated by the Town of Siler City include: mechanical bar screen, grit removal, influent pump station, flow equalization, oxidation ditches, capability, sludge stabilization/storage facilities, secondary clarifiers, tertiary filters, gas chlorination -disinfection and dechlorination. Sludge produced by the facility is lime -stabilized and land -applied by Synagro, inc. under permit no. WQ0016247. Treatment Units and Process All treatment units were operational during the inspection. It is noted that temperatures during the inspection were well below freezing; the facility had done an excellent job of freeze protection for piping, valves, etc. The facility is currently using alum to aid in the removal of total phosphorus. All records and reports are being maintained by the facility in accordance with the NPDES Permit. The laboratory certification is current. The facility has not experienced any excursions of permit limits during the past year. Stormwater All requirements of the subject General Stormwater Permit are being met by the facility. Both outfalls were observed and found to be well -maintained. SDO #1 shares a common outfall with the facility's effluent. Samples are taken prior to the confluence of the two.
