(Sierra), on behalf of Logistic Leasing, LLC, (now known as Brown Fleet Services) submits the following response to the North Carolina Division of Water Quality, Surface Water Protection Section's (SWPS) stormwater compliance evaluation inspection letter dated June 8, 2012 for the above referenced site. During the inspection, the following was noted: 1. The facility failed to perform qualitative and analytical monitoring as required by NCG080000. 2. Feasibility study was not addressed in the stormwater pollution prevention plan (SWPPP) as required by Part H, Section A, 2, (a) of General Permit NCG080000. Sierra's Response Brown Fleet Services contacted Sierra in April 2012 and requested assistance with coordinating sampling for the Durham location. Sierra has recently trained the Durham location regarding implementation of the SWPPP and supplied them with the necessary materials needed to collect and have the samples analyzed. The site received sample containers 6/29/2012 and will collect samples as soon as practical. Sierra will also send out reminders in the future to make sure the samples are collected during the allotted time frame. 2. Sierra revised the SWPPP to include the feasibility study requirement. BROW10193A.00 Logistic Leasing LLC SWPPP Durham, NC 3.0 STORMWATER CONTROL MEASURES 3.1 Pollutant Reduction 3.1.1 Feasibility Study A review should be conducted of the technical and economic feasibility of changing the methods of operations and/or storage practices to eliminate or reduce exposure of materials and processes to stormwater. Wherever practical, exposure of all storage areas, material handling operations, and fueling operations should be prevented. In areas where elimination of exposure is not practical, the Plan shall document the feasibility of diverting the stormwater runoff away from areas of potential contamination. In order to reduce the potential for stormwater contamination, the facility will undertake actions in six areas: • Minimize exposure • Provide secondary containment for chemical storage • Preventive maintenance and good housekeeping • Inspections • Analytical monitoring • Erosion and sediment controls 3.1.2 Minimize Exposure The purpose of the stormwater control measures is to minimize the exposure of potential pollutant(s) to stormwater. BROW10193R.00 Logistic Leasing LLC SWPPP Durham, NC 3.1.3 Secondary Containment In order to reduce the potential for stormwater contamination, chemicals stored at the facility will be provided with secondary containment. The secondary containment will be capable of containing up to 100% of the largest container within the secondary containment. Preventive maintenance and good housekeeping will be the responsibility of the pollution prevention team. The following are designed to support preventive maintenance and good housekeeping: Spill prevention, control and countermeasures plan: oil storage inspections Facility inspections: exterior storage and overall BMP condition Training 3.1.5 Inspections Inspections will occur as follows: Semi -Annual_ Inspection: Semi -Annual inspection of the facility and all stormwater systems shall occur at a minimum semi-annual schedule, once during the first half of the year (January to June) and once during the second half of the year (July to December), with at least 60-days separating inspection dates, unless performed more frequently. Blank inspection forms are included in Appendix A; completed inspection forms should be placed in Appendix C. Annual Comprehensive Site Compliance Evaluation: An annual comprehensive site compliance evaluation (CSCE) will be conducted by the pollution prevention team Leader. The evaluation includes a thorough review of all sections of the plan to ensure that is accurately reflects site conditions and operations. A thorough site inspection is also conducted, to observe potential pollution sources, controls, and all other features identified in the Plan. Based on the results of the evaluation, the pollution prevention team leader will work with the pollution prevention team to modify the Plan, if needed. Sierra Piedtnone, Inc. BROW10I93A.00 Logistic Leasing LLC SWPPP Durham, NC The plan will be updated as appropriate within two weeks of the annual CSCE. Changes in BMP or other procedures will be implemented no later than 12 weeks after the inspection completion date. Blank CSCE forms are included in Appendix A; completed inspection forms should be placed in Appendix D. 3.1.6 Analytical Monitoring Requirements Until expiration, the following parameters will be analyzed twice per year during a representative storm event, defined as a storm event that measures greater than 0.1 inches of rainfall and that is preceded by at least 72 hours on which no storm event measuring greater than 0.1 inches of rainfall has occurred. A single storm event may contain up to 10 consecutive hours of no precipitation. For example, if it rains for two hours without producing any collectable discharge, and then stops, a sample may be collected if a rain producing a discharge begins again within the next 10 hours. An on -site rain gauge or local rain gauge reading must be recorded. (2) Monthly new motor oil usage may be estimated based on an average of actual usage during the semi-annual (six-month) period. Sampling will take place at Outfall #1 and Outfall #2 (see Figure 2). Additional sampling may be required if semi-annual sampling results exceed benchmark values. Paved surfaces will be kept in good repair. Areas under construction that disturb L0 acres or more will be addressed in a separate construction stormwater pollution prevention plan. The table in section 2.3 summarizes storage practices throughout the facilities for the various items identified in the prior section. Secondary containment will be provided per the table in section 3.1.3. The implementation status of controls to address items in the table in section 2.2 is set forth in section 3.1.2. Response: Refer to the facility spill prevention, control and countermeasures plan for appropriate spill response and reporting requirements. In the event of a spill, a Significant Spill and Leak Form (Appendix A) will be completed by the pollution prevention team leader (or designee) and placed in Appendix F. 3.3 Employee Training SWPPP training will be conducted on an annual schedule. Training content includes: • A review of the plan - its goals and objectives • A review of high -risk areas • A review of housekeeping and inspection responsibilities • Materials management • Spill response procedures (emphasis on first responder instructions) • Inspection and monitoring programs with applicable responsibilities • Annual SPCC Training Trainees include the following: Members of the pollution prevention team Vehicle maintenance personnel involved in material handling, equipmentibuilding maintenance, and housekeeping activities Outside contractors as their jobs pertain to material use/disposal and work site housekeeping Training shall be documented using the form included in Appendix A. Logistic Leasing, LLC is a full service facility that provide truck fleet leasing and truck maintenance. 2. The Stormwater Pollution Prevention Plan for this facility contained all the components as required by NCG 100000 with the exception of the feasibility study. Sierra Piedmont Environmental consultant implements the SPPP plan for Logistic Leasing, LLC. The facility must continue to aggressively implement the plan. 3. All fluids are in secondary containment. 4. "Elie facility has two outfalls. Outlall No. 1 is in the front left side and receives stormwater from the front and left front sides of the facility.
