February 26, 2016 Mr. Mike Lawyer Division of Energy Mineral and Land Resources Land Quality Section North Carolina Department of Environment and Natural Resources Fayetteville Regional Office 225 Green Street, Suite 714 Fayetteville, North Carolina 28301 RE: Sadler's Travel Plaza Discharge Monitoring Report — August 2015 Harnett County Cape Fear River Basin MAR 3 21 General Permit Number NICGO80000 Certificate of Coverage No: NCG080311 GRI No. 2844 Dear Mr. Lawyer: On behalf of Sadler Brothers Oil Company, Inc. (Sadler), please find attached results of stormwater outfall sampling that was conducted on August 31, 2015 for the Sadler's Travel Plaza facility in Dunn, Harnett County, North Carolina. Water samples were collected from the outfall of the stormwater piping by Sadler personnel on August 31, 2015 in accordance with the SWPPP and sampling requirements of the permit. Water samples were analyzed for pH, total suspended solids, turbidity and oil and grease. The August 2015 sampling results indicated that levels of Total Suspended Solids (TSS) in the outfall had exceeded the permit levels. Other than the TSS exceedance, the concentrations of the other requested method constituents were below the permit levels. The Stormwater Discharge Outfall Monitoring Report is included in Appendix A, the Stormwater Discharge Outfall Qualitative Monitoring Report is included in Appendix B, and a complete laboratory analytical report is included as Appendix C. Based on the results of the sampling event and the reported exceedance of TSS, in accordance with the permit, it is recommended that a stormwater management inspection of the facility (by the designated stormwater manager of the facility) should be conducted immediately. The purpose of the inspection is to identify and evaluate possible causes of the benchmark exceedance. The inspection will identify potential and specific controls that may be required to be put into place to reduce the concentrations that had exceeded and to bring them within the benchmark range. The inspection may include but not be limited to inspection of all the catch basins on -site for the presence of exposed dirt or other sources of sediment in the immediate vicinity which could get washed into the sewer system and get to the outfall. Any corrections that may be needed should be implemented within two months of the inspection. 3502 Hayes Road • Monroe, North Carolina 28110 113 West Firetower Road, Suite G • Winterville, North Carolina 28590 Phone (704) 845-4010 9 (888) 870-4133 • Fax (704) 845-4012 t February 26, 2016 Sadler's Travel Plaza Discharge Monitoring Report — August 2015 Page 2 of 2 Finally, to satisfy the record keeping requirements of the permit, the SNVPPP should be updated to document the inspections that were conducted, including the date and time of the inspection, the personnel conducting the inspection, the date and value of the benchmark exceedance, the selected corrective actions taken to address the exceedance and the date the corrective actions were implemented. The next sampling event is scheduled to be conducted between January and June 2016 during a representative rainfall event. (See information below.) AYes ❑ No Please verify whether Qualitative Monitoring must be performed during a "representative storm event" or "measureable storm event" (requirements vary, depending on the permit). Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be i performed during a "representative storm event" or during a "measureable storm event" However, • some permits do not have this requirement Please refer to these definitions, if applicable. i A "representative storm event" is a storm event that measures greater than 0.1 inches of rainfall i' and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than 0.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no i precipitation. r A "measurable storm event" is a storm event that results in an actual discharge from the permitted site outfall. The previous measurable storm event must have been at least 72 hours prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter 1 interval is representative for local storm events during the sampling period, and the permittee obtains approval from the local DWQ Regional Office. (Sadler), please find attached results of stormwater outfall sampling that was conducted on August 31, 2015 for the Sadler's Travel Plaza facility in Dunn, Harnett, County, North Carolina. Based on the results of the sampling event and the reported exceedance of TSS, in accordance with the permit, it is recommended that a storrnwater management inspection of the facility (by the designated stormwater manager of the facility) should be conducted immediately. 3502 Hayes Road • Monroe, North Carolina 28110 113 West Firetower Road, Suite G • Winterville, North Carolina 28590 Phone (704) 845-4010 • (888) 870-4133 • Fax (704) 845-4012 February 26, 2016 Sadler's Travel Plaza Discharge Monitoring Report — August 2015 Page 2 of 2 Finally, to satisfy the record keeping requirements of the permit, the SWPPP should be updated to document the inspections that were conducted, including the date and time of the inspection, the personnel conducting the inspection, the date and value of the benchmark exceedance, the selected corrective actions taken to address the exceedance and the date the corrective actions were implemented. The next sampling event is scheduled to be conducted between January and June 2016 during a representative rainfall event. (See information 'A Yes ❑ No please verify whether Qualitative Monitoring must be performed during a "representative storm event" or "measureable storm event" (requirements vary, depending on the permit). Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be performed during a "representative storm event" or during a "measureable storm event" However, some permits do not have this requirement. Please refer to these definitions, if applicable. A "representative storm event" is a storm event that measures greater than 0.1 inches of rainfall and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than 10.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no precipitation. A "measurable storm event' is a storm event that results in an actual discharge from the Permitted site outfall. The previous measurable storm event must have been at least 72 hours prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter interval is representative for local storm events during the sampling period, and the perm ittee obtains approval from the local DWQ Regional Office. July 9, 2015 Mr. Mike Lawyer Division of Eneray Mineral and Land Resources Land Quality Section North Carolina Department of Environment and Natural Resources Fayetteville Regional Office 225 Green Street, Suite 714 Fayetteville, North Carolina 28301 RE: Sadler's Travel Plaza Discharge Monitoring Report — May 2015 AUG - 3 2015 Harnett Count, Cape Fear River Basin General Permit Number NICGO80000 Certificate of Coverage No: NCGO90311 GRI No. 2844 4 Dear Mr. Lawyer: On behalf of Sadler Brothers Oil Company, Inc. (Sadler), please find attached results of stormwater outfall sampling that was conducted on May 21, 2015 for the Sadler's Travel Plaza facility in Dunn. Harnett County, North Carolina. Water sampies were collected from the outfall of the stormwat.er piping by Sadler personnel on May 21, 2015 in accordance with the SN PPP and sampling requirements of the permit. Water samples were analyzed for pH, total suspended solids, turbidity and oil and Grease. The May 2015 sampling results indicated that levels of Total Suspended Solids (TSS) in the outfall had exceeded the permit levels. Other than the TSS exceedance, the concentrations of the other requested method constituents were below the permit levels. The Stormwater Discharge Outfall Monitoring Report is included in Appendix A, the Stormwater Discharge Outfall Qualitative Monitoring Repoi2 is included in Appendix B, and a complete laboratory analytical report is included as Appendix C. Based on the results of the sampling event and the reported exceedance of TSS, in accordance with the permit, it is recommended that a stormwater management inspection of the facility (by the designated storinwater manager of the facility) should be conducted immediately. The purpose of the inspection is to identify and evaluate possible causes of the benchmark exceedance. The inspection Nvili identify potential and specific controls that may be required to be put into place to reduce the concentrations that had exceeded and to bring them within the benchmark range. The inspection may include but not be limited to inspection of all the catch basins on -site for the presence of exposed dirt or other sources of sediment in the immediate vicinity which could get washed into the sewer system and get to the outfall. Any corrections that may be needed should be implemented within two months of the inspection. 3502 Hayes Road • Monroe, North Carolina 28110 113 West Firetower Road, Suite G a Winterville, North Carolina 28590 Phone (704) 845-4010 9 (888) 870-4133 • Fax (704) 845-4012 r July 29, 2015 Sadler's Travel Plaza Discharge Monitoring Report — May 2015 Page 2 of 2 Finally, to satisf , the record keeping requirements of the permit, the S«'PPP should be updated to document the inspections that were conducted, including the date and time of the inspection, the personnel conducting the inspection, the date and value of the benchmark exceedance, the selected corrective actions taken to address the exceedance and the date the corrective actions were implemented. The next sampling event is scheduled to be conducted between Jul), and December 2015 during a representative rainfall event. Qualitative monitoring requirements vary. N4ost permits require qualitative monitoring to be performed during a "representative storm event" or during a "measureable storm event." However, some permits do not have this requirement Please refer to these definitions, if applicable. A "representative storm event" is a storm event that measures greater than 0.1 inches of rainfall and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than 0.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no precipitation. A "measurable storm event is a storm event that results in an actual discharge from the permitted site out`all. The previous measurable storm event mast have been at least 72 hours i prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter interval is representative for local storm events during the sampling period, and Oe permittee obtains approval frorn the local D1A'Q Regional Office.
