Your assistance and cooperation with the inspection was greatly appreciated. Below is list of findings and recommendations developed from the inspection: The subject permit was reissued and became effective November 1, 2007 and will expire October 31, 2012. Permit renewal is required 180 days before permit expiration. 2. The facility consists of one covered diesel fueling port with one drain that flows to an oil/water separator; one truck wash bay with a drain that flows to the same oil/waterI separator; a gasoline/ethanol fueling port, currently not in use, with in ground drainage with a manually operated gate valve to drain to a drainage ditch. You stated that Noble Oil pumps out the oil/water separator as needed and that any water captured flows into the sewer system. 3. From observation, there appears to be two distinct stormwater discharge outfalls. One outfall is located on the southwest side of the property where discharge pipe from othe gasoline/ethanol fueling station flows into a drainage ditch. The other outfail is located on the southeast side of the property where stormwater flows to the end of the parking lot and into a road ditch. 4. A current stormwater permit could not be found during inspection. There were no records or data to review. If you cannot find your permit, one can be downloaded from the Division of Water web page http://portal.ncdenr.org/web/wq/ws/su/npdessw#tab-3 scroll down the page to NCG080000 and click on NCGO80000 permit text. A stormwater pollution prevention plan (SWPPP) should have been implemented upon first issuance of your permit. Please see your permit for a through description. 5. You stated your facility uses over 55 gallons of oil per month when averaged over 12 months. Please follow the analytical monitoring requirements and schedule as listed in Section B, Table 1 and 2. The discharge outfall at the gasoline/ethanol fueling port will require analytical monitoring when in service. Qualitative monitoring is required at both discharge outfalls. The qualitative monitoring form is at the top of the page. Failure to implement a SPPP is a violation of permit NCG080244 conditions and subject to enforcement action and penalties up to $25,000 per day.. Please provide a copy of your SPPP along with the last four analytical and qualitative monitoring records within 60 days receipt of this letter to this office.
