Your assistance and cooperation was very helpful and appreciated during the inspection process. I. The following observations were made during the inspection: 1. This facility manufactures and produces cement in powder form. 2. This facility has five outfalls. Monitoring is performed at all five outfalls. This facility does not do any vehicle maintenance and does not use 55 gallons or more of new motor oil per month when averaged over a calendar year. Therefore, analytical monitoring associated with vehicle maintenance not required. 3. This facility conducts qualitative sampling at each outfall as required. Qualitative results are recorded on the forms provided by DWQ. 4. All monitoring is performed as required by Stormwater General Permit NCG080000. Outfalls No. 1 and Outfall No. 4 are interior outfalls that are well within the property. Monitoring is not required at outfall No. I and No. 4. Monitoring is required only at Outfalls No. 2, 3 and No. 5. 5. All monitoring is performed by Mr. Gene Newton, the facility manager. 6. The facility provides all necessary secondary containment as required. 7. The facilities Stormwater Pollution Prevention Plan contains all items as required by Part I1 section A of General Permit NCG080000 with the exception of feasibility alternatives. Durham, NC NPDES Stormwater Permit NCGO80082 Durham County Dear Mr. Massie: On April 4, 2006 Mr. Myrl Nisely of the Raleigh Regional Office of the Division of Water Quality conducted a compliance inspection at the Durham facility to review stormwater controls under permit NCG080082. This inspection was initiated at your request to review the appropriateness of this permit. The help you and Mr. Gene Newton provided was appreciated. A copy of the inspection checklist is attached. DWQ staff in the Raleigh Regional Office and in the central office Stormwater Permitting Unit have reviewed together the circumstances of your operations at the site. They have concluded that the existing permit is appropriate for your site. Coverage under permit NCGO80000 permits the discharge of two different kinds of waters - stormwater and wastewater. The permit has separate provisions for wastewater and for stormwater. Our inspection indicates that there are some important elements of the permit that are not being followed. First, a review of our understanding of the activities carried out at the site: A railroad spur brings in bulk shipments of Portland cement in rail cars that are then stored in silos. The cement is dispensed into customers' trucks for delivery to ready -mixed concrete facilities. Enough dust pervades the area around the loading station such that rainwater flowing from there to a collection grate next to the trailer building is likely to be high in pH and solids. The operation also includes a truck wash off station used by loaded trucks. The wash off water is a wastewater. This water, along with rainwater from much of the lot, drains to a conveyance discharging to a City of Durham storm drain. The combined flow is also considered a wastewater. At the south end of the plant, rainwater runoff makes its way to a ditch along the railroad tracks. This appears to be a stormwater only discharge, without commingling from any wastewater source. On the upper plateau is a Maintenance/Office/Shop building in which there is vehicle maintenance.. Stormwater from the front of the building joins the wastewater from the wash off station and goes to the City of Durham. Rain from behind the building exits via the southern outfall described above. The permit has the following directives: 1. Part H(A)(2)(e) of the permit, Vehicle and Equipment Clean Areas, requires some means of preventing stormwater contamination when disposing of wash water. Puddled water at the base of the wash off station showed pH 11.7, and across the driveway from there the pH was 9.7. A rain the night before left puddles at these locations. For this commingled wastewater discharge, DWQ expects that the discharge will meet the permit limits identified in Part lI Section C Table 3 (i.e. pH in the range of 6 to 9). The culvert pipe for transporting the commingled wash water and stormwater under the driveway was blocked. in addition, the drainage ditch downstream from the pipe exit had filled with soil. Both components need to be cleaned and good drainage re- established to the culvert leading to the stormwater system for the city of Durham. 2. Rain runoff from the loading operation will likely be high pH and possibly high solids when it enters a second exit point from this facility, the drain located near the building we were calling a trailer. Measurements need to be taken there within the first 30 minutes of flow from a rain in order to determine whether attenuation will be required. The drain currently flows underground to the larger drainage system affiliated with the numerous warehouses west of your site. If measurements indicate a high pH at this location, DWQ would expect that the flow would be addressed in a manner similar to the flow from the wash down station. 3. A third outfall takes stormwater from the southern end of the facility and discharges into a swale along the railroad track, then travels south. This discharge point appears to be a stormwater only discharge, and can be expected to be relatively benign unless cement materials escape from railroad cars next to the Swale. The Stormwater Pollution Prevention Plan manual (SP3) had recently been created. It contained nearly all of the necessary elements. Placing it into a 3 ring binder with the overhead photos and site maps will establish a repository for future observation and employee training reports. A USGS map with latitude and longitude shown should be added to the annotated aerial photos on hand. Please report to Myrl Nisely any Solids / pH studies undertaken to determine conditions, at the three outfalls. General permit NCG080000 has no requirement for analytical monitoring for the stormwater only discharge. However, the wastewater discharges must meet the limits shown in the permit. Please consider the various means for meeting these levels, such as retention ponds for settling solids and a pH correction unit for pH modification. Either that, or obtain permission from the City of Durham wastewater treatment plant to pump the wastewaters to a nearby sanitary sewer manhole. Other permittees in the ready mixed industry are presently installing units to achieve these goals, and would likely be good sources of ideas and information. The information presented on the cover page of the permit (Attachment 1) regarding the receiving waters as "...a UT to Stirrup Iron Creek, a Class C NSW water in the Neuse River Basin" is incorrect. This was discussed in our telephone conversation on April 16, 2008. Based on a review of our files, it appears that at the time the original application was submitted to the Department (approximately 1997), the facility was incorrectly located on the topographic map submitted with the application. This ��resulted in the misidentification of the receiving waters for the facility. Giant corrected this information �Wt' (a UT to Third Fork Creek, a Class C NSW water in the Cape Fear River Basin) in the Renewal 44-Z Application Form submitted to the Department on February 13, 2007 (Attachment 2) based on its review of the USGS Southeast Durham, NC 7.5 Minute Quadrangle topographic map. However, the Permit was t101 subsequently issued on November 1, 2007 with the original information. In addition, since the submission of the February 13, 2007 Renewal Application Form, Giant identified one additional outfall during its recent Annual Site Compliance Evaluation. The identification of the additional outfall has increased the total number of outfalls at the facility from three (3) to four (4). Therefore, Giant is submitting a revised Renewal Application Form (Attachment 2) and respectfully requests the permit be revised accordingly.
