I hereby certify that I have examined the Waste Industries, Inc., Garner, North Carolina Branch and, being familiar with the provisions of 40 CFR Part 112 and General NPDES Permit Number NCG080000, attest that this SPPP has been prepared in accordance with good management practices. I certify under penalty of law that this document and all attachments were reviewed and prepared under my direction in accordance with a system designed to assure that properly gathered and evaluated information is submitted. Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering the information, the information submitted is, to the best of my knowledge and belief, true, accurate, and complete. I am aware that there are significant penalties for submitting false information, including the possibility or fine and imprisonment for knowing violations. Page 1 2.0 INTRODUCTION This plan has been prepared in accordance with requirements of the Storm water Pollution Prevention Plan for facilities authorized to discharge storm water to the surface waters of North Carolina. The plan is designed to fulfill these requirements, under General NPDES Permit #NCGO80000. This plan is subject to an annual review and revision on an as needed basis. 3.0 GENERAL FACILITY INFORMATION FACILITY NAME AND ADDRESS: WASTE INDUSTRIES, INC. GARNER, NORTH CAROLINA BRANCH 3741 Conquest Drive Garner, North Carolina 27529 Telephone (919) 662-7100 Branch Manager: Brent Kirchhoff FACU= OWNER: WASTE INDUSTRIES, INC. 3301 Benson Drive, Suite 601 Raleigh, North Carolina 27609 Telephone (919) 325-3000 4.0 FACILITY DESCRIPTION Waste Industries USA is a wholly owned fully integrated solid waste company who operates in 5 states providing collection, transportation, transfer, and disposal services associated with non -hazardous solid waste. The Garner, North Carolina Branch of Waste Industries is located at 3741 Conquest Drive in Gamer, North Carolina, due east of Raleigh city limits. This facility utilizes approximately 3 acres of property to house almost 200 employees; paved parking for over 150 light, medium and heavy industrial type vehicless. Vehicle maintenance includes the minor replacement of parts and fluids_ Included in the site layout are multi -level office facilities, five (5) fully enclosed drive -through maintenance bays and (2) drive in bays, a welding shop, transfer station, fueling station and wash bay. On a daily basis, employees leave the facility to operate waste and recycling collection routes. They return at the end of the workday to allow maintenance of equipment to take place. The facility utilizes fully compliant underground storage tanks, various sized virgin flammable/combustible containers and waste oils storage, located in covered areas, on impermeable type flooring. Containment, curbing and/or dikes are utilized throughout the site as necessary. Drawings showing the property boundary, facility structures and surface water drainage from the facility are attached to this plan, as Attachment I. Below is a list of all storage tanks located at the facility. Page 2 4.1 Above Ground Storage Tanks: 1 - 1000 gallon above ground steel tank (Used Oil) 1- 2000 gallon above ground steel tank (Used oil) I - 400 gallon above ground steel tank (Motor Oil) I - 500 gallon above ground steel tank (Hydraulic Oil) I - 140 gallon above ground steel tank (Gear Oil) I - 140 gallon above ground steel tank (Transmission Oil) I - 275 gallon above ground steel tank (Kerosene) 5.0 POLLUTANTS OF CONCERN Discussed below are the chemicals which, based on an evaluation of the branch, have the potential to enter and contaminate storm water at the subject facility if spills or a breech occurs. 5.1 Gas/Diesel Fuel There are two (2) double walled steel underground tanks with fiberglass lines for the storage of diesel fuel and gas located at the site. One tank is twelve thousand 02,000) gallons and the second is two (2) thousand. Both tanks are located to the right of the equipment maintenance shop, along the property entrance fence line. The gas/diesel storage tank is connected directly to a fuel dispensing pumps by underground piping. In order to prevent spillage during fueling operations, the fuel pumps are equipped with automatic shut-off nozzles and all personnel are instructed not to toff equipment fuel tanks or walk away from the fueling site while fueling. 5.1.1 Best Management Practices for Diesel Fuel Described below are the Best Management Practices (BMP) employed to prevent storm water contamination from gas/diesel fuel at the Garner Branch. BMP not currently employed will be implemented as soon as possible_ Housekeeping - Employees responsible for fueling vehicles and equipment are instructed, in scheduled training classes, to remain in the immediate area during fueling operations and to refrain from topping off tanks. This reduces the potential for repeated small spills of fuel onto the pavement, which could contaminate storm water run-off from the fueling area and ensures prompt detection and action in the event of a spill. During scheduled training classes (monthly safety meeting), employees are also instructed to avoid cleaning the fueling area by rinsing the area with water. Spills or leaks are cleaned up by absorbing the product with an absorbent material and disposing of the absorbent in accordance with applicable regulations. Preventive Maintenance - To avoid releases of gas/diesel fuel as result of equipment leaks or failure, all equipment associated with the transfer and/or uses of diesel fuel are subject to regularly scheduled preventive maintenance checks. During this inspection, valves, connections, and other points having a potential for developing leaks are inspected and tightened or replaced as needed. Preventive maintenance work also includes the replacement of gaskets and seals on a regular basis before leaks or failures occur_ Records of these preventative maintenance checks are generated and maintained in the shop. In addition to the preventive maintenance steps described above, any signs of leakage or failure in equipment associated with the transfer and/or use of gas/diesel fuel are corrected immediately upon being discovered. Page 3 Visual Inspections In addition to the periodic inspection performed at the site (see Inspection Checklist, Attachment [I), the equipment associated with the branch and/or use of gas/diesel fuel is visually inspected during each vehicle/equipment fueling and/or pre -trip. Branch personnel are instructed to immediately report, to the Maintenance Manager, any noticeable releases, leaks, et cetera from the storage tank, piping, fuel pumps, nozzles, et cetera. Releases, leaks, etcetera from equipment are also to be reported immediately. Records such as pre -trips are maintained in the shop. 5.2 Hydraulic Oil, Motor oil and Waste Oil Virgin hydraulic oil and virgin motor oil are each stored inside on a concrete pad on the north side of the maintenance shop, between the bays. Used motor oil is stored in two (a 1000 and a 2000 gallon) steel tanks also located outside the maintenance shop. These three tanks are stored in such a way that concrete floors and curbing will contain and/or divert the total capacity of 100% of the volume within the structure. 5.2.1 Best Management Practices for Hydraulic Oil, Motor Oil and Waste Oil Described below are the BMA employed to prevent storm water contamination from hydraulic oil, motor oil and waste oil at the Waste Industries, Garner Branch. Any leaks observed during normal operation of the equipment are immediately brought to the attention of the maintenance manager for immediate repair. Records are maintained in the shop area. As part of the branches regular maintenance program, surfaces on which vehicles are parked and repaired are also inspected for signs of leakage during monthly facility inspections (Waste Industries checklist). Surface staining is periodically removed before subsurface contamination can result and the stained soils/gravel is disposed of in accordance with all applicable regulations. Waste oil Management - Waste Oil is collected at the site in two (1000 and 2000 gallon) steel tank for collection by a licensed waste oil recyclet. The tank is emptied by the recycler on an as needed basis as determined by branch maintenance personnel_ Personnel are instructed to ensure that adequate capacity is available before transferring any waste oil to the storage -tank. Any drips or spillage of waste oil is immediately absorbed using oil dry or a similar absorbent. Records of all waste oil removed from the site. 5.3 .Anti Freeze Virgin anti -freeze is stored within the maintenance shop in 55-gallon drums. These drums are either diked at the base using commercially available absorbents or placed on portable secondary containment vessels. Small quantity spills will be mixed with soil or another absorbent material. The contaminated absorbent will then be removed and disposed of in accordance with applicable rules, regulations and guidelines. If a spill is too large to be deaned-up using the procedures described above, the Branch Manager will contact Region Field Support for guidance regarding the proper removal and management of the released product_ Any product that escapes or is spilled outside the secondary containment or concrete structures will be immediately diked using absorbent booms, soil, straw bales or other material which will restrict the flow of product and prevent the contamination of navigable waters. All contaminated absorbents and soils will be cleaned -up and disposed of in accordance with applicable rules, regulations and guidelines (see Appendix IV for list of clean-up equipment kept on -site). An outside contractor will be used to remediate spills too large to be cleaned -up by site personnel (see Appendix V for a list of potential Remediation Contractors). After the clean up of a spill outside the secondary containment structure (other than de minimus losses), a soil sample will be taken from the affected area and analyzed for pertinent parameters to ensure the proper removal of all contamination.
