Also, it was found that Tyson was unsure if they had applied or have received a permit for the boiler blowdown that was discharging into the drainage ditch (please reference Mr. Bill Moore's letter dated February 5, 1993). Per our discussions about the SPPP, the following things were suggested: 1. Since a lot of your staff are no longer there, it might be advisable to reorganize the the plan to make your present team more comfortable with the plan. It was obvious that they were unaware of requirements in the plan. So it is suggested that they reorganize the plan such as to follow the format of the permit. This will add simplicity to your plan and also meet all requirements of your permit. 2. It is suggested that more detail be given to the sections associated with employee training, good housekeeping, and spill prevention and response. Per our tour of the site, it was determined that things could be done that would better improve the site. One thing is to set up a housekeeping program that would eliminate the grain that is discarded/spilt onto the pavement. This can be done either by eliminating the spillage or by dry sweeping the pavement so many times per day or after each loading/unloading. Also, screens can be put up around stormwater collection basins and drainage spill ways to collect solids/grains. It was noticed that plastic collection devices were in some of the secondary containment at your bulk storage tanks. It is suggested that these devices be filled with cement such to remove the possibility of holes that might occur in these devices. All valves on your bulk storage tanks should have locks. The two valves on the drainage pipes through the secondary containment wall at the vehicle fueling docks should be removed and the holes should be filled with cement. It has also been determined that Tyson has one more stormwater discharge. Location of the sampling points must be determined and defined in your plan. It is suggested that the drainage ditches where your stormwater discharges into be cleaned out. 4. Wastewater from the vehicle wash down area needs to be kept inside the building. Wastewater was observed flowing from the area into a drainage ditch. This ditch stored what appeared to be animal waste. All animal waste from the trucks needs to be directed to the lagoon. Also it was mentioned that solids was a problem as far as pumping it to the lagoon. This can be corrected by eliminating the septic tanks and replacing them with a lift station with a grinder pump. I have checked to see if an application has been filed for the boiler blowdown and it has not. Please find enclosed is an application for the NPDES permit needed. Larry indicated that biocides are used in the boiler water to inhibit corrosion (see permit language regarding biocides). This discharge may be covered under a separate General Permit, No. NCG500000. I have enclosed a copy of the general permit and a Notice of Intent (application form). The other discharge is wastewater from the truck washing bay. Larry explained that truck washing wastewater (includes disinfectant) is drained to a pump tank, pumped to a storage lagoon, and then sprayed on adjacent farmland with portable irrigation equipment. From our observations, it was obvious that the system was not functioning properly. Wastewater was ponding over a large area adjacent to the lagoon and the drainage ditch. You should take immediate steps to correct this problem. Also, the treatment system for the truck wash will require a State non -discharge permit.
