In accordance with your application for a discharge permit received on December 6,
2013, we are forwarding herewith the subject certificate of coverage (COC) to discharge
under the subject state — NPDES general permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the US Environmental Protection Agency dated
October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except upon
approval of the Division of Energy, Mineral, and Land Resources. The Division of Energy,
Mineral, and Land Resources may require modification or revocation and reissuance of the
certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may
be required by the Division of Energy, Mineral, and Land Resources, the Coastal Area
Management Act, or any other federal or local government permit that may be required.
Per the requirements of the Tar -Pamlico Riparian Buffer Rule, all stormwater
drainage to stream buffers, from portions of this site that have been constructed after January
1, 2000, must be discharged through a correctly designed level spreader or another device
that meets diffuse flow requirements per 15A NCAC 2B .0259. Diffuse flow requirements
are described in Chapter 8 of the North Carolina Stormwater BMP Manual, available at:

Nomaco, Incorporated (Nomaco) owns and operates a foam manufacturing facility in
Tarboro, North Carolina. The site currently has two operations that fail under the
requirements for a common site. These operations are the Nomaco foam
extrusion/production operations and the Spongex, LLC (Spongex) foamed thermoplastic
operations. The facilities have one General Permit No. NCG 050000 and Certificate of

Thank you again for providing me the additional information I needed regarding Swimways filing as a corporation with
the NC Secretary of State's Office. I checked the SOS website again today, and Swimways does now appear as an active
NC corporation. I will proceed with the review of the Notice of Intent.
if the review of the NOI is completed prior to the date of sale of the Spongex facility to Swimways on December 31,
2013, the new COC will be issued, but with an effective date on or after January 1, 2014. In the interim, your
application will serve as sufficient notice that Swimways Corporation intends to comply with the requirements of the
NPDES General Permit NCG050000.
I'll send you a hard copy of the permit and associated documents when the COC is issued, but you can go ahead and
review these documents on our NPDES Stormwater General Permit website.

As we discussed earlier this week, we are moving forward to review your request for No -exposure certification for your
company's Tarboro location. Staff from our Raleigh Regional Office will be in touch about the request. We also
discussed your current permit coverage — NCG050364. This permit currently has annual fees that have not been paid
and the permit has expired. I have attached the two outstanding invoices for the facility. Of most importance right now
is the annual fee for last year. The one for this year depends on whether you need to maintain permit coverage or not.
As the request for no exposure moves forward we can get a feel for what needs to be done with the permit status. If
the no -exposure is approved then we can rescind the permit. If you need to maintain permit coverage then we will need
to get your permit renewed.

Dear Mr. Bennett:
Nomaco, Incorporated (Nomaco) owns and operates a foam manufacturing facility in
Tarboro, North Carolina. The site currently has two operations that fall under the
requirements for a common site. These operations are the Nomaco foam
extrusion/production operations and the Spongex, LLC (Spongex) foamed thermoplastic
operations. The facilities have one General Permit No. NCG 050000 and Certificate of
Coverage No. NCG 05Q,64. 0 Gzp—,,_ .

Swimways Corporation is purchasing the Spongex operations and thus is submitting this
letter to request a separate stormwater permit_ The sale of the Spongex facility will be
on December 31, 2013. Attached is the NOI form and topographic maps required for a
NPDES permit.

This certificate of coverage shall become effective January 2, 2014.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.
