On May 14, 2013, a site inspection was conducted at the Viking Pools -Rockingham Facility located at 162
Enterprise Drive in Rockingham, Richmond County, North Carolina. A copy of the Compliance Inspection Report
is enclosed for your review. Ms. Cindy Wail, Office Manager, and Mr. Ronnie McKee, EH&S Manager were also
present during the inspection and their time and assistance is greatly appreciated. Permit coverage authorizes the
discharge of stormwater from the facility to receiving waters designated as a UT to Cartledge Creek, a Class C
water in the Yadkin -Pee Dee River Basin. The site visit and file review revealed that the subject facility is covered
by NPDES Stormwater General Permit-NCG050000, Certificate of Cove rage-NCG050368.
As a result of the inspection, the facility was found to be in compliance with the conditions of the NCGO50000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations
made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff has any questions, comments, or

Inspection Summary:
Inspection conducted to ensure compliance with the conditions of the NCG050000 General Permit. Met with Ms. Cindy
Wall, Office Manager, and Mr. Ronnie McKee, EH&S Manager. This facility initially obtained permit coverage in March
2008, however operations ceased some time between 2008 and 2010 as confirmed during a site visit on February 16,
2010. Permit coverage was maintained and the facility resumed operations on February 16, 2011 according to Ms. Wall.
Facility's Stormwater Pollution Prevention Plan (SWPPP) was available for review, which appeared to contain all
permit -required components with the exception of a list of significant spills during the previous three years or a notation
that no spills have occurred. It also appeared that the SWPPP has not been reviewed and updated annually.
Recommendations were made to incorporate these items into the facility's SWPPP including revisions to the site map to
reflect additional storage areas and the elimination of outfall 001. Qualitative Monitoring records were complete for 2011
(when operations resumed), 2012 and first half of 2013. Observations were made of the facility's storage areas and
remaining outfall. Facility appeared to be well maintained at the time of inspection.

Hey Jen! Conducted a site visit to the siibji ect facility yesterday (3/20) and met with
the Plant Manager, Mr, Henry Davis. We discussed the conditions of the permit, which
he seemed to be up to speed on and already has a pretty detailed SPPP. We then took a
tour of the facility, which basically consists of an office area and open warehouse
for manufacturing. As they said in their NOI, the small quantity haz. waste is kept
inside until subsequent pickup. Outside the facility, they store the molds for pools,
have a large open top dumpster as well as a small dumpster with a lid, and perform
some of the finishing processes on the pools such as adding tile work and installing
the filters and jets. There does appear to be some small wetland areas around the
facility, but I don't think they would cause any impacts from day-to-day operations.
Their NOI lists 3 cutfalls, however T feel one of these (they've identified it as #2)
could be removed from monitoring as it is not really an outfall. The area in question
does have a very narrow and very shallow disc:-i that travels around the back right
corner of the property, but flattens out into a small, grassed field that would allow
stormwater to sheet flow off the property.
Based on the information in the NOT and the site visit, I recommend proceeding with
issuance of a Certificate of Coverage for the subject facility. If more information
is needed, please contact me.

On March 20, 2018, a site inspection was conducted for the Latham Pool Products — Rockingham Facility
located at 162 Enterprise Drive, Rockingham, Richmond County, North Carolina. A copy of the Compliance
Inspection Report is enclosed for your review. Mr. Humberto Viana, General Manager, and Ms. Ivette Torres,
Office Manager, were also present during the inspection and their time and assistance is greatly appreciated.
The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General
Permit NCG050000 under Certificate of Coverage NCG050368. Permit coverage authorizes the discharge of
stormwater from the facility to receiving waters designated as an unnamed tributary to Cartledge Creek, a
Class C waterbody in the Yadkin -Pee Dee River Basin.
As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG050000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to $26,000 per day for each violation. If you or your staff have any questions,

Prevention Plan (SPPP) and available monitoring records. Facility's SPPP is complete with all permit -required components
and is updated annually with respect to employee training, any significant spills and non-stormwater certification. Some
minor revisions are needed to reflect current facility name and responsible staff. Monitoring records indicate that qualitative
(visual) monitoring of stormwater discharges has been conducted semi-annually from 2013 through the first half of 201 S.
After the records review, observations were made of the manufacturing area, finished product storage areas and stormwater
discharge outfall. At the time of inspection, facility appeared to be very well operated and maintained.

Hey Jen! Conducted a site visit to the subject facility yesterday (3/20) and met with
the Plant Manager, Mr. Henry Davis. We discussed the conditions of the permit, which
he seemed to be up to speed on and already has a pretty detailed SPPP. We then took a
tour of the facility, which basically consists of an office area and open warehouse
for manufacturing. As they said in their NOT, the small quantity haz. waste is kept
inside until subsequent pickup. Outside the facility, they store the molds for pools,
have a large open top dumpster as well as a small dumpster with a lid, and perform
some of the finishing processes on the pools such as adding tile work and installing
the filters and jets. There does appear to be some small wetland areas around the
facility, but I don't think they would cause any impacts from day-to-day operations.
Their NOI lists 3 outfalls, however I feel one of these (they've identified it as #2)
could be removed from monitoring as it is not really an outfall. The area in question
does have a very narrow and very shallow ditch that travels around the back right
corner of the property, but flattens out into a small, grassed field that would allow
stormwater to sheet flow off the property.
Based on the information in the N01 and the site visit, I recommend proceeding with
issuance of a Certificate of Coverage for the subject facility. If more information
is needed, please contact me.

Hi Mike,
We've received an NOI from Viking Pools, LLC for their facility in Rockingham
(Richmond County) for coverage of their resin and fiberglass pool manufacturing
facility under NCG05 (Apparel Printing Rubber SW permit). The site discharges
stormwater into Cartledge Creek and the Pee -Dee River (both C). The NOI is attached.
They are a small quantity generator of Haz. Waste - flammable liquids and waste
acetone. They state they store these inside their building. Have you been there
before? If not would it be possible to schedule a visit to check them out?
Anyway, we wanted to know if the Fayetteville Regional Office has any concerns about
issuing this facility a COC for this general permit, and are there any potential
impacts to wetlands? If we don't receive any objections, we'll issue the COC in 30
days (April 7th, 2008).
