August 5, 2014 Mr. Ryan Kormanik Division of Energy Management and Land Resources Land Quality Section Mooresville Regional Office 610 East Center Ave. - Suite 301 Mooresville, NC 28115 `J11I kNU QUOF A ITOY SECTION ES -+e—^Mll1C1ti AUG 6 2014 'I risk A'r'li C(-eve(a-vJoi Re: Follow up to 5/13/14 and 5/15/14 Stormwater Permit Inspections Crowders Creek Wastewater Treatment Plant — Certificate of Coverage NCG130055 Long Creek Wastewater Treatment Plant — Certificate of Coverage NCG110056 As a follow up to the inspections performed 5/13/14 and 5/15/14, we wish to provide you information on the status of each item addressed in the summary section of your inspection reports. At the Crowders Creek WWTP (Certificate of Coverage NCG110055), three items were noted in the Inspection Summary: 1. Please add drainage flows from the chemical secondary storage area on the Stormwater Drainage Map. Status: This has been included on the Stormwater Drainage Map. An updated copy of this map is included with this letter. 2. A hole was observed at Outfali #9 approximately halfway up the slope and in line with the drainage pipe. Please have this evaluated and repaired. Please add armoring to the end of this pipe to prevent any scouring. Status: This pipe was evaluated and it was determined that the hole was a result of water flowing over the curb during heavy rains when this valve was closed along with the ground being recently disturbed for the installation of a new generator nearby. Valve will be kept open during rains when no land application loading is occurring. Riprap has been added at the end of the pipe. Outfoll0 following installation of Rlprop 3. Conversations with staff indicated that some work may be done in the area of inlets 21 & 22. These . . inlets are located on the top of a jurisdictional dam. Any work in the area will need to have a repair plan submitted to the Central Office and have approval from Dam Safety before work can begin. s: No work will be done without prior approval. At the Long Creek WWTP (Certificate of Coverage NCG110056), four items were noted in the Inspection Summary: 1. There was erosion noted at the fence line near Outfall #4. This area appears to have concentrated stormwater flow from the main lift building and the backwash holding tank. Please stabilize the area of erosion and begin monitoring this site per the Qualitative Monitoring requirements within the permit. Status: Rip Rap has been added to stabilize this area and regrading has occurred. This area has been identified as Outfall #2 in the Stormwater Drainage Plan and will be monitored in all future qualitative monitoring events. A copy of the updated map is included 2. There were two areas of erosion at the fence line between Outfall #9 & #10. These areas appear to have concentrated stormwater flow exiting the site. Please develop a plan to either include these areas as new outfalls with appropriate stabilization or direct the stormwater flow to Outfall #9. Status: This area has been regraded to direct flow on the southern portion of the area to Outfall #9 and to prevent areas of concentrated flow on the northern portion. New Outfall #2 following riprop and regrading 3. Between the generator area and the concrete flume there Area between outfalls #9 & #10 appeared to be a stormwater conveyance which appears to following regrading discharge into the concrete flume. Please investigate this area and update the stormwater maps if it is determined to be a part of the stormwater system. Status: Water was flushed down the inlet north of the entry road and was observed coming out of at the location shown to the east of the concrete flume. The original layout on the Stormwater Drainage Map is correct. 4. Please update the Stormwater Drainage Plan maps to include the drainage features from the chemical secondary containment area and the generator secondary containment area. Status: The Stormwater Drainage Plan Map has been updated and is included with this letter. We believe this addresses all the issues identified during your inspection. if you have any questions or if I may provide any additional information, please call me at 704-866-6028 or email me at daled@citvofgastonia.com. Inspection Summary: During the inspection of the facility, there were a couple of items which needs to be addressed. 1. There was erosion noted at the fence line near Outfall #4. This area appears to have concentrated stormwater flow from the main lift building and the backwash holding tank. Please stabilize the area of erosion and begin monitoring this site per the Qualititive Monitoring requirements within the permit. 2. There were two areas of erosion at the fence line between Outfall #9 & #10. These areas appear to have concentrated stormwater flow exiting the site. Please develop a pin to either include these areas as new outfalls with appropriate stabilization or direct the stormwater flow to Outfall #9. 3. Between the generator area and the concrete flume there appeared to be a stormwater conveyance which appears to discharge into the concrete flume. Please investigate this area and update the stormwater maps if it is determined to be a part of the stormwater system. 4. Please update the Stormwater Drainage Plan maps to include the drainage features from the chemical secondary containment area and the generator secondary containment area. Please have the above actions performed within 90 days of receiving this inspection report. An evaluation of Outfall #2 indicates that any stormwater from this area discharges onto grass and flows for approximately 300' before combining with flow from Outfall #1. At this time, it is appropriate to no longer monitor Outfall #2 as a separate Outfall and can be removed from the Stormwater Drainage Map. Both have valves and those valves are kept closed. Because this area is routinely receives stormwater comingled with sludge, it is always pumped back into the wastewater treatment system. The second storm drain has a valve that is opened for road drainage during severe rain events. It is recommended that this drainage be documented to ensure stormwater is not comingled with sludge before it is released. It was also noted during the inspection that the non -potable water was leaking near Outfall #9 and could potentially cause a bypass of partially treated wastewater. This should be repaired as soon as possible.
