In accordance with your application for a discharge permit received on November 2, 2016, we are
forwarding herewith the subject certificate of coverage to discharge under the subject state NPDES general
permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and
the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated
October 15, 2007 (or as subsequently amended).
Your facility was previously covered under permit NCG200509. This permit is for Scrap Metal
Recyclers. Our regional office staff felt that coverage for your facility was more appropriate under the
NCG10000 general permit. By issuance of this permit we are also rescinding the permit coverage under your
previous permit (NCG200509).
Please be aware that since this is just a change of your coverage to a new stormwater permit, we
anticipate that you will continue to abide by your existing Stormwater Pollution Prevent Plan and that you
have worked to address compliance issues noted from our Department's inspection of your facility earlier this
year.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Energy, Mineral and Land Resources. The Division may require modification or revocation and reissuance
of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by
the Division of Energy, Mineral and Land Resources or permits required by the Division of Water Resources,
Coastal Area Management Act or any other federal or local governmental permit that may be required.

NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Energy, Mineral and Land Resources (Division). The Division may require modification or

Inspection Summary:
The inspection was for recommendation to issue the permit.
The site was found to have 4 outfall locations, (3) were standard 2x3 yard inlets and beleived to be discharging to a wooded
area or tied to the cities storm drain system. (1) was a pvc pipe laid from the storage yard to the perimeter diversion swale
serving the Right of Way of Statesville Road.
It is recommended the inlets and PVC discharge location have an absorbant type of protection at these locations specific to
the facilities operations to minimize any residual surface contaminants draining to these areas.
The permit should be issued to this facility for regular monitoring.

This permit has been assigned to you (but you may not have seen it yet — just logged in on 1/6). Jerry Allen from the
company called to let us know he accidentally filled out the wrong NO1... this one needs to be under an NCG20, NOT an
NCG10. I instructed him to send in another NO1 with a note that he spoke to me about it. He's sending an NOI for,
NC_630;'without another check.
So, not sure what we do in RIMS, but maybe we withdraw this application and enter the new NCG20 NO1 when it comes
in instead? Please be on the lookout for it. Laura or BB, I'm not sure if you prepared a package already, but if not,
please hold it until the new one comes in. If it's already gone to Bill, please just hold until the correct NO1 comes in and
the right permit number is assigned.

waiting for his General Permit to be approved.
Please review the attached NOI application with the objective of responding to me with a recommendation to issue the
permit. I recognize that you may not visit each new permittee during this NO1 review, but it affords you the opportunity
to log the permit into your regional database and add the facility to a future monitoring and compliance visit
schedule. Therefore, your recommendation now to issue the permit serves as your acknowledgement that (1) the
facility is located in your region, (2) that there are no current complaints outstanding about the facility that have not
been dealt with, and (3) that the facility may ultimately be inspected by the regional staff. I've also attached a scanned
copy of the NOI and a location map for your review.
