Staff from Charlotte -Mecklenburg Stormwater Services (CMSWS) conducted an industrial facility inspection at your facility located at 1107 North Davidson Street in Charlotte, NC on June 30, 2016. Enclosed is a copy of the Compliance Evaluation Inspection (C EI) report for the inspection cunducted at the facility located at 1107 North Davidson Street in Charlotte, NC on June 30, 2016. This inspection was conducted by William Hansen. During this inspection, Hunter Auto and Wrecker Service was represented by Mr. Clay Hunter. This inspection was conducted as a routine inspection to evaluate compliance with Certificate of Coverage number NCG100075, issued to Hunter Auto and Wrecker Service for this sitc on November 1, 2012. The enclosed report should be self-explanatory. Please note the comments located in the summary portion of the inspection report. As noted by the Inspector during this inspection, and reviewing the facility's Stormwater Pollution Prevention Plan, it was observed that the Qualitative and analytical monitoring were not conducted. This is a violation of Permit Condition Part II Section B and D. Permit Condition Part II Section B states that stormwater discharge samples must be collected at least twice per year, one sample between July -December and one sample between January and June, from each stormwater discharge outfall on site within the first thirty minutes of a measurable rainfall event. These samples must be accurately analyzed for all parameters required by the current permit and the results must be recorded. Failure to monitor semi-annually per permit terms immediately institutes monthly monitoring for all stormwater parameters. After six months of monthly monitoring, the permittee may return to a semi-annual sampling monitoring schedule, unless DEMLR requires continued monthly monitoring. Such being the case, this inspection report is being issued as a Notice of Violation for the failure to comply with the terms and conditions of your General Permit. Please note that your facility SPPP should be updated on an annual basis and amended whenever there is a change in design, construction, operation, and maintenance as required by Part II, Section A, No. 8 of your permit. Required Response Thank you for your attention to this matter. This office requires that the violations as described above be properly resolved. Unresolved violations may lead to the issuance of a Notice of Violation and/or assessments of civil penalties. Please provide a written response detailing the measures taken to bring your facility into compliance. Your response should document the initiation of the analytical and qualitative monitoring at the subject facility in accordance with the terms and conditions of the permit. The facility serves as a hub for tow trucks and an auto parts salvage company. This inspection was conducted on Juno 30, 2016 as a compliance follow-up for an inspection that origionaly eccured un March 10, 2016 in a joint effort with Charlotte-Mecklent)urg Stormwater Services (CMSWS) ;grid the North Carolina Department of Environmental Uuality (NCL)EU). As a result of the March 10, 2016 inspection, Mr. Khan (NCDEQ) agreed to give Hunter Auto Wrecker until June 30, 2016 to meet the conditions of their NPDES Permit (NCGi00075) which included conducting Qualitative and Analytical Monitoring and developing a SPPP, A SPPP was developed, however, the Qualitative and Analytical Monitoring were not conducted. Page: 4 r w nlvlslolV RECEIVED WATER QUALITY FEB - 9 2011 To whom it may concern: SWR SECTION MOORESVILLE RECIONAL OFFICE I have enclosed the data that was retrieved from the water samples of the 3 drainage points on the property of Hunter Auto and Wrecker Service. This was the first sampling that we have done and we're still in the learning process of the data we are required to request from the processing lab. When we received the results we realized they had not processed the results for Total Toxic Organics. On February 1st I was assigned the responsibility of collecting the samples, forwarding them to the lab and making sure the results are reported properly. l met with Erin Hall from the City of Charlotte and she provided the correct data sheet that we need to fill out and mail to Raleigh. With her assistance I believe we are getting on track to make sure that we are properly sampling and submitting data in a timely manner. On February 4"' we received a significant rain in Charlotte. I collected samples and Prism laboratories picked them up to process. This will be the sampling for the January -June 2011 requirement of the semi-annual reporting. It is very important to me that Hunter Auto and Wrecker Service remain proactive in reporting our Stormwater Discharge Outfall (SDO). I look forward to making sure we take the proper steps to not contaminate the streams of our beautiful city of Charlotte.
