Stormwater Permit COC NCG050200 Mecklenburg County, NC Dear Mr. Gathings: Enclosed is a copy of the Follow-up Compliance Evaluation Inspection (CEI) report for the follow-up evaluation conducted by Ms. Heather Sorenson of Charlotte -Mecklenburg Storm Water Services (CMSWS). A site visit was not needed to complete the follow-up evaluation. The follow-up evaluation was conducted as part of a cooperative working agreement between Mecklenburg County and the Division of Water Quality. in addition, the evaluation was conducted on behalf of the City of Charlotte in compliance with the City's NPDES Permit, NCS000240, Part II Section H. Thank you for your assistance and cooperation during the follow-up evaluation. The follow-up compliance evaluation found that Greif, Inc. has implemented the corrective actions as stated in the subject facility's response letter dated April 1, 2009. Required paperwork was received for final review on May 21, 2009 and August 18, 2009. The corrected actions included: • Updating of the Stormwater Pollution Prevention Plan for the facility. The facility operates from 6:00 a.m. to 2:00 a.m. 5 days a week, and weekends as needed and is surrounded by a locked fence. No vehicle washing or maintenance occurs on site. All materials stored on site are only non -hazardous. Compliance History: MCWQP responded to a sewer spill at the Greif Brothers, Inc. facility on July 28, 2004. The spill was caused by a blockage from plastic that was discharged to the sanitary sewer system. Surface waters were not impacted by the spill. To prevent futures spills or blockages to the sewer system, the facility installed an industrial process wastewater tank. A Stormwater Compliance Evaluation Inspection was conducted by Ms. Heather Sorensen of CMSWS an February 2, 2009. A Notice of Violation was issued to City Salvage I, Inc. on March 4, 2009 by the Division of Water Quality. Minor staining was observed on the pavement in this area. The facility should ensure all wash water, mop water, and spills are disposed of properly. We have also contracted an engineering firm to write a new and up -dated SWPP for the Westinghouse Facility. The first draft was received today; and with a few changes, we should have the finished and implemented program in a few weeks. All of the required inspections are being completed and documented. I have included a copy of the inspection compliance sheet and noted where the corrections have been made. Once the final Program is in place and implemented it will be available for inspection. This permit expires on March 31. 2003. The Division staff is currently in the process of rewriting this permit and is scheduled to have the permit reissued by early spring of 2003. Once the permit is reissued, your facility would be eligible for continued coverage under the reissued permit - In order to assure your continued coverage under the general permit, you must apply to the Division of Waiter Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in advance that your permit coverage will be expiring. Enclosed you will find a Permit Coverage Renewal Application Form. The application must be completed and returned by Octoher 2. 2002 in order to assure continued coverage under the general permit. Due to staff and budget constraints, letters confirming our receipt of the completed application will not be sent. Failure to request renewal within the time period specified, may result in a civil assessment of at least $200.00. Larger penalties may be assessed depending on the delinquency of the request.
