Based on the site inspection and data review it is recommended that the site apply for an Individual Stormwater Permit.
Efforts to reduce the level of zinc in the stormwater have been made, but additional efforts including site "Billy Goat'
vacuuming is recommended. Also, additional TTS maintainancelclean up at all outfalls is recommended after measurable
rain events. To reduce the number of outfails sampled, a representative outfall status request could be part of the Individual
Stormwater Permit application.

On February 15, 2017, Ron Eubanks and Preston [-lines of Charlotte -Mecklenburg Storm
Water Services (CMSWS) sampled stormwater runoff from the subject facility located at
40Q Rountree Road in Charlotte, North Carolina. The monitoring was conducted under
authority granted by Charlotte City Code Chapter 18, Section 18-82.
The monitoring was also conducted as pant of a cooperative working agreement between
Mecklenburg County and the North Carolina Department of Environmental Quality
(NCDEQ) — Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ —
DEMLR has been copied on this report and made aware of monitoring results regarding
the facility's NPDES permit.
Total rainfall during the rain event in which samples were collected at your facility was
0,46 inch. Rainfall data was reported by the United States Geologic Survey (USGS) real-
time station CRN-13 (USGS Office Rain Gauge). CMSWS sampled stormwater runoff
from Outfall #003 and Outfall #004. A summary table of results is attached to this report.
CMSWS analyzed the monitoring results from your facility by comparing them to local
and state stream standards (CMSWS Action Levels and North Carolina Water Quality
Standards). The results indicate elevated concentrations of zinc, lead, and biochemical
oxygen demand (BOD). The concentration of zinc in your facility's stormwater runoff
was exceptionally high, with zinc concentrations at both outfalls found to be at or above
the 95" percentile when compared to historical monitoring data collected by CMSWS.
Additionally, zinc concentrations at Outfall 4003 and Outfall #004 were found to be 47
times and 134 times the permit benchmark, respectively. Since the stormwater sample
was not collected from a stream, the local and state stream standards do not apply;
however, they indicate the potential of polluted runoff from the facility to negatively
impact the receiving stream,

Based on this analysis, CMSWS recommends that you take steps to reduce metals in your
facility's runoff by providing cover for raw materials, finished materials, scrap metals,
and other similar items. CMSWS also recommends evaluating the use of structural Best
Management Practices (BMPs), particularly BMPs that are targeted to treat metals, to
reduce the concentration of pollutants in your facility's stormwater runoff.

During this inspection we found that this facility is out of compliance due to exceedances of the benchmark parameter for
Zinc. Currently, hay bales around outfalls and increased housekeeping on -site are being used. Additional measures, such as
filtrex socks and/or drop inlet protection, will be implemented to reduce analytical monitoring results. Please continue to
conduct monthly monitoring per the Tier 2 requirements specified in the General Permit. Additionally, please include a

On October 15, 2012, Mr. Andrew Martin of Charlotte -Mecklenburg Storm Water
Services (CMSWS) sampled storm water runoff from the subject facility located at 400
Rountree Road, Charlotte, North Carolina. The monitoring was conducted under
authority granted by Charlotte City Code Chapter 18, Section l 8-82.
At the time the storm water sample was collected, approximately 0.13 inches of rain had
fallen. Rainfall data was reported by the United States Geologic Survey (USGS) real
time station CRN-13 at the USGS Field Office. CMSWS sampled storm water runoff
from the outfall 001 adjacent to the plating facility that discharges to a neighboring
wooded area via a sump pump.
A summary table of results is attached to this report. Monitoring results were compared
to local and state stream standards (MCWQP Action Levels and North Carolina Water
Quality Standards). Since the storm water sample was not collected from the stream, the
stream standards do not necessarily apply; however, these standards can be used to
indicate the potential of polluted runoff from the facility to impact the receiving stream.
The results indicate that the storm water discharged on October 15, 2012 contained
elevated concentrations of total phosphorus 0.51 mg/L, turbidity 260 NTU, suspended
solids 590 mg/L, copper 64 µg/L, zinc 130000 µg/L, and lead 1400 µg/L. When results
were compared to the analytical monitoring requirements of NPDES General
Permit NCG030000, violations of benchmark values for zinc (67 µg/L), copper (7
µg/L), lead (30 µg/L), and total suspended solids (100 mg/L) were detected. Wire -
Bond was issued a NPDES Stormwater permit (NCG030629) on November 1, 2012.
In addition, the total phosphorus and turbidity concentrations exceeded the applicable
stream standards (total phosphorus — 0.51 mg/L and turbidity — 560 NTU). CMSWS
recommends maintaining a high level of good housekeeping and to evaluate the use of
best management practices to prevent or reduce the contaminants in storm water run-off
originating from your facility.

We've received two NOIs for existing facilities in your region:
1) NCG03 - Masonry Reinforcing Corporation for the Wire -Bond facility in Mecklenburg County. The site discharges
stormwater at 4 points to a UT to Kings Branch (C). The NOI is attached.
2) NCG05 — Rock Tenn Southern Container, LLC for the Rock Tenn facility in Iredell County. The site discharges
stormwater at 2 points to a UT to Back Creek (WS-II, HQW). The NOI is attached.
Please let me know if the Mooresville Regional Office has any concerns about issuing a COC for general permits for either
of these facilities. Please also let me know of any potential impacts to wetlands. If we don't receive any objections, we'll
issue the COCs in 30 days.
