Skvarla, III Secretary Subject: Relief from Monthly Monitoring Curtis -Wright Controls, Incorporated General Permit NCG030000, Certificate of Coverage NCG030258 Cleveland County On August 4, 2014, our office received your report concerning the exceedances of the benchmark values for zinc and copper. As discussed on April 8, 2014, due to repeated exceedances of zinc and copper, it was recommended that you have your facility evaluated for sources of copper and zinc. Please keep in mind that benchmark exceedances are NOT limit violations of permit conditions; however, you are obligated to follow the tiered response actions outlined in your permit. Since the renewal of the permit in November 1, 2012, the benchmarks for the parameters of zinc and copper were exceeded during the standard semiannual monitoring events. The facility was found to be in compliance with the tiered response actions and other conditions of the NCG030000 General Permit. Cardno Incorporated was. retained to further evaluate the facility for causes of increased levels of zinc and copper. Cardno Incorporated identified the air conditioning units and outside storage of metal parts which may be contributing to the exceedances of benchmark values. After reviewing the sampling report, it appears that the condensate from the air conditioning units was the major contributor to the elevated levels of zinc and copper. Based on the aforementioned items, we are granting regulatory relief in the form of a collapsed Tier 2 — Tier 3 response. Upon receipt of this letter, Curtis -Wright Controls, Inc. may resume the permit specified semi-annual analytical monitoring for the remainder of the current permit term. This decision applies only to the copper and zinc benchmarks. A benchmark exceedance of any other parameter listed in your permit will trigger the tiered response actions as described in the general permit. You must notify this office, in writing, within five business days if you become aware of any significant source of copper or zinc at your facility that has the potential to be exposed to stormwater. The relief granted in this letter in contingent upon the current industrial practices at Curtis -Wright Controls, Inc. Curtiss- Wright would like to request a variance to discharge the typical copper and zinc concentrations that have prevailed during previous monitoring events at our facility. Curtiss-Wright operates a facility that produces control and avionics equipment for the aerospace industry. Figure t shows the site location on part of a United States Geological Survey Topographic Quadrangle Map, and Figure 2 indicates the site and vicinity on an aerial photograph. 1.0 Background The facility has an active Stormwater General Permit, NCG 30000, through the National Pollution Elimination Discharge System (NPDES) regulations, and the permit allows discharge of stormwater from the facility to the surface waters of North Carolina. The permit was renewed, effective November 1, 2012, and in addition to the prior parameters, copper and zinc were added to the analytical requirements. Data were collected for the new monitoring parameters during standard semiannual stormwater monitoring in April and December 2013. Based on exceedence of benchmark values for copper and zinc during the standard semiannual monitoring events, Curtiss-Wright conducted Tier II Stormwater Monitoring in each month during the period of January through April 2014. In summary, most monitoring parameters — including each of the prior monitoring parameters of discharge characteristics, lead, pH, oil and grease, total suspended solids, and total toxic organics — were within benchmark values before and after the permit changes. However, the copper and zinc concentrations exceeded the benchmark values, with copper exceeding the benchmark values in each outfall in each event and zinc exceeding the benchmark values in Outfall 3 during each event. Zinc also exceeded the benchmark values on several occasions in the Outfall 4 location. The Outfall 3 and Outfall 4 drainage areas include a roof with air conditioning units which may be contributing copper and zinc from cooling coils, and the Outfall 4 location includes outside storage of metal parts, which may also be affecting the metals concentrations. Australia • Belgium • Canada - Ecuador • Germany • Indonesia • Italy • Kenya New Zealand • Papua New Guinea • Peru • Tanzania • United Arab Emirates United Kingdom • United States • operations in B5 countries Mr. Phillip Felkel July 24, 2014 Curtiss-Wright Controls Facility CI) CaMno3 Shaping the Blare Based on facility observations and discussions with Curtiss-Wright in late 2013 and based on review of analytical summaries of stormwater data, particularly for copper and zinc, the intent of this evaluation has been to test water discharge from specific air conditioning condensate drains on the roof of the facility and to monitor local background surface water concentrations for copper and zinc during normal flow conditions. 2.0 Condensate and Surface Water Sampling Prior to commencing the sampling activities, Cardno prepared a site -specific Health and Safety Plan (HASP) for use by ATC staff and subcontractors in accordance with the Occupational Safety and Health Administration requirements (29 Code of Federal Regulations 1910.120). The HASP addresses the potential physical and chemical exposure risks associated with the field environmental sampling activities. Sampling activities were divided into two parts: roof top heating, ventilation, and air conditioning (HVAC) discharge sampling and surface water sampling. At the time of the stormwater evaluation, no precipitation events had occurred within the past 24-hours, and the evaluation occurred during a day when the outside temperature of between 79 and 88 degrees Fahrenheit and the relative humidity was elevated. 2.1 HVAC Discharge Sampling On June 16, 2014, Cardno mobilized to the facility to evaluate runoff associated with the HVAC systems located on the roof. As part of the evaluation, the location and designation of each major HVAC condenser was noted as well as the direction that condensate from the HVAC systems was flowing. Water flow rates were estimated to be between 100 to 500 milliliters per minute from the larger active HVAC units. To evaluate the HVAC runoff Cardno collected water samples from the condensation discharge lines of the larger HVAC systems that were in operation at the time of the evaluation, with the exception of AC-1 which was not in service at the time of sampling. However, the AC-1 unit had condensate water within a vapor trap that was sampled. Smaller HVAC units were producing insufficient volumes for sampling. Cardno placed the samples in laboratory -provided, certified -clean, and properly preserved containers; entered the samples into chain -of -custody control upon collection; stored the samples in a cooler containing ice for preservation; and submitted the samples for analysis to North Carolina -accredited Prism Laboratories, Inc. in Charlotte, North Carolina. Prism analyzed the water samples for metals (copper & zinc) by EPA Method 6010C. The evaluation of flow showed that the HVAC units on the west side of the facility flow mostly to Outfall 3 and Outfall 4, with the majority of the flow to Outflow 3. On the east side of the facility the HVAC systems flow to the east and south and likely discharge to Outfall 4. Figure 3 illustrates the direction water flow from each HVAC unit. Table 1 summarizes the flow and outfall data. www.cardnoatc.com Mr. Phillip Felkel July 24, 2014 Curtiss-Wright Controls Facility 2.2 Stream Sampling Cardno' Shaping the Forme On June 16, 2014, Cardno collected three surface water samples from an unnamed tributary of Brushy Creek. The samples were collected -from -locations that would be considered upstream to hydraulically adjacent to the facility. Cardno-was-no#-able t�a-.collea-- s ri eam sample, because the nearest publically accessible location was distant from the site in the First Broad River and closer locations were on private, posted property. Cardno managed the surface water samples in a similar manner as described for the condensate samples. Prism Laboratories also analyzed the water samples for metals (copper & zinc) by EPA Method 6010C. Figure 4 provides the locations of the three surface water samples. 2.3 Analytical Results Analytical results show that copper and zinc were detected in each of the HVAC samples. HVAC Unit 1, which was not operating, had stagnant water within the condensate line, and the sample from the stagnant line had the highest concentrations recorded at the site: zinc at 46 mg/L and copper at 12 mg/L. Other condensate had detections of copper that ranged from 1.3 mg1L at HVAC Unit AC-17 to 0.011 mg/L at AC-35. Concentrations of zinc in condensate ranged from 1.9 mg/L at HVAC Unit AC-15 to 0.039 mg/L at HVAC Unit AC-27. For reference, the benchmark values from the Stormwater General Permit are 0.007 mg/L for copper and 0.067 mg/L for zinc. Copper was not detected in the surface water samples, and the analytical detection limit was 0.0010 mg/L. The surface water standard for copper is 0.007 mg/L. Zinc was detected below the NC 2B Surface Water Standard of 0.067 mg/L, at estimated concentrations ranging from 0.0082 to 0.0087 mg/L. Concentrations of copper were detected above the stormwater permit limits and the NC 2B Standard in each of the samples collected from each of the large HVAC systems that were sampled. Concentrations of zinc were detected above the NC 2B Surface Water Standard in 16 of the 20 condensate samples and above the permit benchmark values in 13 of the 20 condensate samples. Table 2 contains summary of the HAVC analytical data, and Table 3 provides a summary of the surface water analytical data. Appendix A contains the laboratory report and chain -of -custody document. 3.0 CONCLUSIONS AND RECOMENDATIONS Cardno has completed the condensate and surface water evaluation at the Curtiss-Wright Controls Facility in Shelby, North Carolina. Sampling and analysis performed during the evaluation indicated that discharge of condensate from the-1 AC systems=is iikely the_princip`al sour-ce;f stormwater copper and zinc concentrations that exceed stormwater permit limits_ The HVAC systems appear to generate a total flow of several gallons per minute of condensate during normal operation. The majority of the water generated during operations at the site from the roof is directed to either Outfall 3 or Outfall 4, with a minor amount directed toward Outfall 1 and Outfall 2. Deposition of readily soluble copper and zinc on roof surfaces and in stormwater drainages due to evaporation also likely occurs. Skvarla, III Secretary Subject: Relief from Monthly Monitoring Curtis -Wright Controls, Incorporated General Permit NCG030000, Certificate of Coverage NCG030258 Cleveland County On August 4, 2014, our office received your report concerning the exceedances of the benchmark values for zinc and copper. As discussed on April 8, 2014, due to repeated exceedances of zinc and copper, it was recommended that you have your facility evaluated for sources of copper and zinc. Please keep in mind that benchmark exceedances are NOT limit violations of permit conditions; however, you are obligated to follow the tiered response actions outlined in your permit. Since the renewal of the permit in November 1, 2012, the benchmarks for the parameters of zinc and copper were exceeded during the standard semiannual monitoring events. The facility was found to be in compliance with the tiered response actions and other conditions of the NCG030000 General Permit. Cardno Incorporated was retained to further evaluate the facility for causes of increased levels of zinc and copper. Cardno Incorporated identified the air conditioning units and outside storage of metal parts which may be contributing to the exceedances of benchmark values. After reviewing the sampling report, it appears that the condensate from the air conditioning units was the major contributor to the elevated levels of zinc and copper. Based on the aforementioned items, we are granting regulatory relief in the form of a collapsed Tier 2 — Tier 3 response. Upon receipt of this letter, Curtis -Wright Controls, Inc. may resume the permit specified semi-annual analytical monitoring for the remainder of the current permit term. This decision applies only to the copper and zinc benchmarks. A benchmark exceedance of any other parameter listed in your permit will trigger the tiered response actions as described in the general permit. You must notify this office, in writing, within five business days if you become aware of any significant source of copper or zinc at your facility that has the potential to be exposed to stormwater. The relief granted in this letter in contingent upon the current industrial practices at Curtis -Wright Controls, Inc. This permit expires on August 31, 2002. The Division staff is currently in the process of rewriting this permit and is scheduled to have the permit reissued by late summer of 2002. Once the permit is reissued, your facility would be eligible for continued coverage under the reissued permit. In order to assure your continued coverage under the general permit, you must apply to the Division of Water Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in advance that your permit will be expiring. Enclosed you will find a General Permit Coverage Renewal Application Form. The application must be completed and returned by March 4, 2002 in order to assure continued coverage under the general permit. Failure to request renewal within this time period may result in a civil assessment of at least $250.00. Larger penalties may be assessed depending on the delinquency of the request. Discharge of stormwater from your facility without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1 and could result in assessments of civil penalties of up to $10,000 per day. Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial facilities in any of the 11 categories of "storm water discharges associated with industrial activity," (except construction activities). If you feel your facility can certify a condition of "no exposure", i.e. the facilty industrial materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion.
