On 8 December 1995, you requested a 401 Water Quality Certification fron? the
Division of Environmental Management for your project (road crossings) located near
Kenansville in Duplin County. We wrote to you on 5 January 1996 discussing concerns
that we have regarding the design of the project and placing it on hold until those concerns
are addressed. As of today, we have not received a response to our earlier letter. Unless
we receive a response from you by 1 April 1996, we will consider that you have
withdrawn this application and are not interested in pursuing the project at this time.

The Division of Environmental Management has reviewed your submittal for a 404
permit for construction of two roads through wetland, Duplin County. Your application was
not complete since the attached application form was not included. This information is
needed by DEM in order for us to decide whether this modification is practicable.

received, I will request (by copy of this letter) that the Corps of Engineers place this project
on hold.

Mr. Dorney:
I want to build 2 roads through two different areas of wetlands. The first road
crosses a small stream with approximately 200 feet of associated wetlands. The
road will be less than 40 feet wide and therefore impact only 0.18 acres of
wetlands.
The other road will also cross a small stream and about 150 feet of associated
wetlands. The total impact at this location is 0.13 acres.
Both of these roads are necessary in order for me to reach adjacent cropland on
both sides of this stream. I have tried to minimize impacts to wetlands by locating
the road where the wetlands are narrow and I plan to limit the width of the road to
only what is necessary for my farm equipment to safely pass. Also culverts will
be installed in the stream to allow flow under the road.
Please consider this request and forward the necessary approvals as soon as
possible.
