Sycamore Street, Gannon Avenue, and Arendell Avenue. The project funding includes construction, construction inspection, right-of-way acquisition, design, and permitting. During FY2018, Green Engineering completed surveying and design. The plans are being reviewed by City of Raleigh and NCDOT. NCDEQ approved the erosion and sedimentation control plan on July 31, 2018 and issued permit no. NCG010000. Construction is expected to begin in early 2019. Town of Zebulon received a Community Block Development Grant from Wake County to make storm drainage repairs and improvements along S. Arendell Avenue from Vance Street to Barbee Street. Improvements include installation of a driveway apron on S. Arendell Avenue near the railroad tracks, installation of additional stormwater structures to address nuisance ponding of stormwater, and a short section of sidewalk to match Downtown. Construction bids were opened on May 22, 2018 and Hollins Construction was lowest bidder at $142,912. Construction is expected to begin late August 2018. In October 2016, we joined NC811's line locate system to mark storm lines. The one -call center notifies Public Works for project construction in the areas near our infrastructure. " Street sweeping is crucial to the effectiveness of the stormwater system. Sweeping keeps street debris from washing into the drainage system during rain events. Public Works monitors new construction sites to ensure the contractors are sweeping the streets weekly. Town of Zebulon added 11,146 linear feet of new storm drainage pipe in FY2018 for a 20% Increase. The construction inspection fee helps to partially fund a new, additional engineering inspector to ensure compliance with Town specifications during installation of storm water infrastructure. Our NPDES stormwater permit was renewed on February 1, 2018 and expires on January 31, 2023. All pertinent information was updated during the renewal process. During adoption of the FY2019 budget, the Town of Zebulon Board of Commissioners appropriated $209,000 to improve drainage along NC-97 along Little River Park. The project consists of installation of 425 linear feet of 36" storm drainage pipe and multiple drop inlets. The project will improve drainage, appearance, maintenance, and site safety. The improvements will prevent erosion of existing bank areas. Following Hurricane Matthew in October 2016, the Town requested FEMA funding of $552,500 for a stream restoration project along Little River near Little River Park. If approved, the project will begin in FY2019. YOUR STORMWATER SYSTEM The Town of Zebulon stormwater system carries runoff to two main water bodies, Little River and Little Creek. Storm water in areas west of Arendell Avenue flow to Little River. Storm water in areas east of Arendell Avenue flow to Little Creek. The runoff is carried through the storm - water system which consists of 1,036 structures (catch basins, drop inlets); 18.65 miles of pipe; 4.77 miles of ditches; and 15 retention ponds. The six areas are: • Public education and outreach on Storm - water impacts • Provide opportunities for residents to par- ticipate in activities related to reducing stormwater runoff and pollution • Detect illicit discharges of stormwater • Control construction site stormwater runoff • Manage post -construction stormwater in developments and redevelopments • Stormwater pollution prevention and maintenance for municipal operations "Our constant goal is to provide you with better service and to protect the environment � from any harm. "i I DIESEL FUEL SPILL On March 29, 2018, a tractor trailer wrecked on Highway 64 median in Zebulon. The accident caused the diesel fuel tank to burst and spill ap- proximately 75 gallons of fuel along the median. Zebulon Public Works, along with the Zebulon Fire Depart- ment, responded to the scene. We built a berm to contain the fuel and used absorbent mats to soak up the fuel. NCDOT handled the remaining cleanup operations. STORMWATER VOLUNTEERS ARE NEEDED Citizen involvement is necessary for successful protection of our storm drainage system, creeks and Little River. Join todayl 2018Town ofZebulon Stormwater Annual Report Y { ` Page STORMWATER SYSTEM REPAIRS AND IMPROVEMENTS Basin and line Cleaning From July 1, 2017 through June 30, 2018, staff contracted with ABE Utilities to clean 2,938 linear feet of drain pipes identified as priority cleaning locations. The contractor used a vac truck to force water through the pipes to break up debris and suction the dirt and debris with the vacuum sysiem. In total, we collected 18.2 cubic yards of debris from the systern. We oversaw additions to the stormwater system at Lacewing Drive, Lilac Ridge Court, Carissa Lane, Rose Mallow Drive. Sea Holly Drive, Wild Lilac Court, Watsonia Drive, Milkweed Court, Bradberry Bush Lane, Shepard Rock Drive, Quincy Meadow Avenue, Berkeley Glen Road, Kenyon Springs Drive and Ogden Pond Place. Before Taryn Meadows Ditch Repair During STREET SWEEPING PROGRAM After Street sweeping is an integral part of our Stormwaler Plan to reduce pollutants and sediment from entering our storm drainage system which eventually drains to surrounding creeks and Little River. GOALS: Main thoroughfares (Gannon Avenue, Arendell Avenue, Shepard School Road) will be swept at least 26 times annually. Collector and all residential streets will be swept at least once a month. Downtown business district will be swept weekly. Municipal parking lots will be swept weekly during mowing season. We are continuing to update our construction street specifications for the latest construction methods for stormwater infrastructure. We will continue to host an annual community recycling day every Spring to collect household hazardous wastes, oil and antifreeze, paints, tires, appliances, fluorescent lamps, and electronics based on the success of our previous recycling events. Proper disposal of household hazardous waste keeps poisons out of our river and creeks. We will retain our membership in the Clean Water Education Partnership (CWEP) to continue to pro- mote stormwater stewardship through radio and television ads. Please visit our Stormwater booth at Zebulon Night Out on October 9, 2018. Staff will provide educational handouts, perform stormwater demonstrations, and share tips to protect the stormwater system. " IEBULON PUBLrC WIOHK.S' DEPA.KTIIMENT AU Tust 2014 FY2014 STORMWATER PROGRAM REVIEW This past year has .been challenging and difficult in meet- ing our stormwater program objectives. A very tight budget reduced our available department personnel by two positions and impacted our ability to schedule main- tenance on the storm water system. With five snow/ice storms this winter and many severe thunderstorms, we responded to an unusual number of calls from residents requiring investigations of the system and coordination of repairs and/or improvements needed. One area of concentration this past year has been new home site construction runoff. Staff worked closely with builders and developers to ensure silt fencing was prop- erly installed, gravel construction entrances were avail- able for each site, and tracking of debris by equipment onto roadways was reduced. In 2012, the Board of Commissioners established a stormwater fee to fund the stormwater program man- dated by the State of North Carolina. The stormwater fee schedule is based on the square footage of the house or facility built on the lot. The tiers are: Residential--$2.00/month `Please help Mr. Drip f ght storm wafer pollution in Zebulon. " Small Non -Residential (up to 10,000 sf} $7.00/month Medium Non -Residential (10,000-45,000 sf)- $38.00/ month Large Non -Residential (Greater than 45,000 sfj $92.00/ month The tiered schedule will be re-evaluated for FY2016. Revenue collected for FY2014 was $104,967.03. The stormwater fee covers operational and capital expenses. The general fund pays for personnel -related costs. Staff distributed educational materials to attendees dur- ing Zebulon Night Out and the Zebulon Business Expo in 2013. One focus of our public education this past year has been stressing the need to keep yardwaste and leaves out of the curb and gutter to prevent washing of yardwaste debris into the storm drain system. The unusu- ally wet year (8th wettest year on record) increased public awareness of flash flooding caused by yardwaste col- lected on top of storm drain grates clogging the drains. In problem areas, staff handed out flyers door-to-door and tried to increase awareness throughout town with news- letter articles and water bill inserts. WHAT CAN YOU DO TO PREVENT STORMWATER POLLUTION Stormwater runoff tends to pick up gar- bage, debris, sediment, chemicals, auto- motive fluids and other pollutants; storm - water runoff is relatively dirty and will harm the fish and other wildlife living in these habitats. Citizens can do many things to prevent pollution of the stormwa- ter system. YARDWASTE DISPOSAL Piles of leaves and yard waste left in the street can be easily scattered and the debris can run off into the storm drain polluting our stormwater system. During heavy rains, washed debris covers the tops of the catch basins, causing flooding in yards and streets. Leaves break down into nitrogen in the stormwater system and removes the oxygen from the creeks and rivers. Town of Zebulon picks up yardwaste from residents bi-weekly. Place all yard waste and leaf piles along the right-of-way and out of the street. Grass clippings should be mulched into the yard. Annually, Public Works collects approximately 8500 cubic yards of yardwaste and leaves. Please do your part to keep your neighbor- hoods streets clear of yard waste and leaf debris. HOUSEHOLD HAZARDOUS WASTE Common household contributions to stormwa- ter pollution are vehicle drips and leaks, over- use of lawn fertilizers, and incorrect disposal of paints, solvents, cleaning fluids and other chemicals. Keep your vehicles in good repair and clean up any spills or leaks immediately. Town of Zebulon does not collect Household Hazardous Waste from residences. Dispose of lawn and household chemicals at the Wake County Convenience Center on Wendell Boule- vard. or the Wake Multi -Material Recycling Fa- cility in Raleigh. PET WASTE 3.6 billion pounds of pet waste is produced yearly in the U.S., equaling 800 football fields, one foot high! Pet waste left on sidewalks, streets, yards or other open areas can be washed away and carried by rainwater directly into storm drains and then to nearby rivers and streams. The good news is ... whether in your yard or while walking your dog, you can easily do the right thing! Buy a "pooper scooper" or simply use a plastic bag. Place the waste in a trash can. In 2013, Public Works installed two additional pet waste stations in Zebulon Com- munity Park around the new walking trail. All Zebulon parks contain at least one pet waste station equipped with disposal bags and a trash can. Please use the pet waste station while visiting our parks. 2014Town of ',Zebulon StormwaterAnnual Report.Page 3 �; STORMWATER SYSTEM REPAIRS AND IMPROVEMENTS From July 1, 2013 through June 30, 2014, we cleaned 221 catch basins and 160 feet of drain pipe. Staff removed the tops of the catch basins, used the vac trailer to collect the de- bris, and washed the basins. All basins are inspected prior to and after cleaning. Drain pipes are cleaned by inserting the Ramjet into the line and using the water to break loose the debris and wash it to the basin. Staff then used the vac trailer to remove the debris from the basin. In total, we collected 2.91 cubic yards of debris from the system. We made 6 point repairs to pipe and drain structures. Point repairs prevent dirt from infiltrating the stormwater system. During inspection of catch basins, we noted some ditches required re -grading. We made repairs to 1,125 feet of ditches during this time. Basin and Line Cleaning Ditch Maintenance N. STATISTICS FROM JULY 1, 2013—JUNE 30, 2014: 1. 243 hours total sweeping 2. 400 cubic yards total debris collected (increase of 52% over previous yea r) ti YATES PLACE STORM DRAINAGE IMPROVEM�} ATER �N' QUALITY PERMITTING With this past year being an extremely wet year, residents on Yates Place expressed concern about roadway flooding during heavy rain events. To respond to these concerns, we contracted with Green Engineering in August 2013 to provide a preliminary engineering report (PER) on Yates Place at a cost of $6,820.00. The PER looked at a variety of options, costs (both short and longterm), plus performed hydraulic analysis for 2, 10, and 25-year storm events. After receiving the PER, the Board of Commissioners approved the annual budget for FY2015 to include Phase I im- provements to the storm drainage system in Yates Place cul-de-sac. The planned improvements are: • Two new catch basins in the cul-de-sac • Upgrade the 24" Reinforced Concrete Pipe to a 36" Reinforced Concrete Pipe • Install a storm water quality area at the discharge point Once construction is completed, these improvements will eliminate flooding in the cul-de-sac. Estimated cost of Phase I design and construction is $171,563.00. Zebulon Public Works began negotiation of the design contract with Green Engineering in July 2014. Once the de- sign has been completed, contractors will compete via a public bid in March 2015 for the construction phase. We expect construction to begin in June 2015 with the current phase of improvements completed by September 2015. Phase II improvements for Yates Place will be considered as a future Capital Improvements Project. Current esti- mated cost of Phase II improvements is $249,524.00. Total costs to complete both phases is projected at $421,087.00, Residents also expressed concerns regarding drainage along Sexton Avenue. Green Engineering performed a PER study of the drainage area of Sexton Avenue at a cost of $5,140.00. The results of the study recommends piping the open ditch area for the basin and upsizing pipes under Calvin Street and Gordon Street to better handle stormwater volumes. Due to budget constraints and lack of public easements, the Board of Commissioners chose not to fund the improvements at this time. GOALS AND OBJECTIVES The stormwater program plan is entering its fourth year of im- plementation. We have established programs for public educa- tion, system maintenance and repairs, street sweeping, and management of stormwater pollution through municipal opera- tions. for FY2015, we plan to continue these initiatives and renew our concentration on maintenance of the stormwater system. We have budgeted and are planning for a household hazardous waste collection day to be held in Spring of 2015 at Zebulon Town Hall. We will retain our membership in the Clean Water Education Partnership (CWEP) to continue to promote stormwater stew- ardship through radio and television ads. The stormwater fee cov- ers operational and capital expenses, such as storm drain maintenance, professional services, fuel, contract services, materials and supplies, equipment maintenance, edu- cational materials, and general insurance. The general fund pays for personnel -related costs. Fifty percent of the 2013 Schwarze A7000 sweeper, purchased in October 2012, was paid for with stormwater fees. The remaining fifty percent was funded by the Streets budget. The Town of Zebulon submitted the appli- cation for a Phase II permit to NC Dept of Natural Resources on August 1, 2011. We received the approved permit in December 2012. The current Phase II stormwater permit is effective from December 1, 2012 until November 30, 2017, On February 26, 2013, Zebulon Public Works met with NCDENR Division of Water Quality staff to evaluate the town's compliance with Sec- tion 402 (p) of the Clean Water Act. The audit report commended Town of Zebulon Public Works staff on their execution and management of the stormwater program. Staff distributed educational materials to attendees during Zebulon Night Out and the Zebulon Business Expo in 2012. PET WASTE 3.6 billion pounds of pet waste is produced yearly in the U.S., equaling 800 football fields, one foot high! Pet waste left on sidewalks, streets, yards or other open areas can be washed away and carried by rainwater directly into storm drains and then to nearby rivers and streams. The good news is ... whether in your yard or while walking your dog, you can easily do the right thing! Buy a "pooper scooper" or simply use a plastic bag. Place the waste in a trash can. All Zebulon parks contain at least one pet waste station equipped with disposal bags and a trash can. Please use the pet waste station while visiting our parks. STO RMWATER SYSTEM REPAIRS AND IMPROVEMENTS From July 1, 2012 through June 30, 2013, we cleaned 403 catch basins and 1868 feet of drain pipe. Staff removed the tops of the catch basins, used the vac trailer to collect the de- bris, and washed the basins. All basins are inspected prior to and after cleaning. Drain pipes are cleaned by inserting the Ramjet into the line and using the water to break loose the debris and wash it to the basin. Staff then used the vac trailer to remove the debris from the basin. In total, we collected 35 cubic yards of debris from the system. We made 60 point repairs to pipe and drain structures. Point repairs prevent dirt from infiltrating the stormwater system. During inspection of ditches, we noted some ditches required re- grading. We made repairs to 435 feet of ditches during this time. Basin and Line Cleaning 1219 Braemar Highland Dr. BEFORE AFTER STREET SWEEPING PROGRAM Street sweeping is an integral part of our Stormwater Plan to reduce pol- lutants and sediment from entering our storm drainage system which eventually drains to surrounding creeks and Little River. GOALS: 1. Main thoroughfares (Gannon Ave, Arendell Ave, Shepard School Rd) will be swept at least 26 times annually. 2. Collector and all residential streets will be swept at least once a month. 3. Downtown business district will be swept weekly. 4. Muncipal parking lots will be swept weekly during mowing season. STATISTICS FROM JULY 1, 2012—JUNE 30, 2013: 1. 312 hours total sweeping 2. 264 cubic yards total debris collected SWEEPING THROUGH TOWN The stormwater fee approved by the Zebulon Board of Commissioners for FY2013 was instrumental in meeting our main goal of sweeping and preventing pollutants from entering the stormwater system. In an effort to keep costs low and save staff time, we piggybacked onto the Town of Lexington bid to purchase a 2012 Freightliner M2 chassis with a Schwarze A7000 sweeper assembly from Carolina Environmental Ser- vices to replace our 15-year-old sweeper. Because it benefited more than one department, the Schwarze machine's cost was snared by Zebulon's general fund Streets budget and the Stormwater capital budget. Our goal is for the truck to give us 12 to 15 years of service. The new sweeper arrived in November 2012 and is more efficient by collecting finer debris during sweep- ing operations. Recent studies emphasize the importance of removing these PM-10 "fines" due to the amount of non -point source pollutants that contribute to the stormwater runoff. The sweeper is proven to get the obvious debris on the street surface, plus the small particulates hidden within pavement cracks and voids. We are responsible for sweeping 25 miles of streets within town. In our small town, we aver- age collecting approximately 28 to 30 cubic yards of debris or one -and -a -half tandem dump truck loads of debris per month. Additional benefits of the new sweeper include noise reduction, greater water applica- tion for dust control, and larger hopper to reduce trips for dumping debris. The new sweeper features a colorful wrap design to raise awareness of stormwater pollution and preven- tion. Looking Glass Communications designed the landscape background depicting water running to a storm drain. Mr. Drip standing on the drain reminds everyone "Only Rain in the Drain" and no grass clip- pings, no leaves, no motor oil, and no trash allowed in the drain. Capital City Signs installed the colorful wrap on the sweeper. Since the sweeper goes down roads at two to five miles per hour, it's like a moving billboard down the street reminding citizens of the importance of clean streets and storm drains. Wrap- ping the vehicle drew the attention of the editors of STORMWATER magazine. An article featuring Town of Zebulon's sweeper appeared in the June 2013 edition. GOALS AND OBJECTIVES The stormwater program plan is entering its third year of implementation. We have established programs for pub- lic education, system maintenance and repairs, street sweeping, and management of stormwater pollution through municipal operations. For FY2014, we plan to continue these initiatives and concentrate on mainte- nance of the stormwater system. The Town recently hired Green Engineering to prepare a PER (Preliminary Engineering Report) for Yates Place drainage and Sexton Avenue drainage.
