This application form is for use by public bodies seeking NPDES sormwater permit coverage for Regulated Public
Entities (RPE) pursuant to Title 15A North Carolina Administrative Code 2H .0126. A complete application
package includes this form and three copies of the narrative documentation required in Section X of this form.
This application form, completed in accordance with Instructions for completing NPDES Small MS4 Stormwater
Permit Application (SWU-270) and the accompanying narrative documentation, completed in accordance with
Instructions for Preparing the Comprehensive Stormwater Management Program Report (5WU-268) are both
required for the application package to be considered a complete application submittal. Incomplete application
submittals may be returned to the applicant.

1. STORM SEWER SYSTEM INFORMATION
1.1 The City MS4 serves approximately 72,000 residents, according to 2008 estimates.
1.2 Based on 2000 US Census data and estimates from 2008, the City is growing at an annualized
0.94 percent.
1.3 The City MS4 covers approximately 44 square miles within the 50 +/- square miles of the
corporate limits with no extension into the zoning jurisdiction. (The six square mile
difference is largely Crowders Mountain State park as well as areas recently voluntarily
annexed but not yet developed.) The State park includes the entirety of the portion of the
Broad River Basin contained within the corporate limits of the City of Gastonia. There are no
drainage structures in this region.
1.4 The MS4 infrastructure is comprised of mostly Reinforced Concrete Pipe receiving flows
(gutter and ditch) at nearly eight thousand inlets. Maintenance of both structural and natural
conduits (not streams) is on a complaint -compliant basis. The City provides repairs to street -
side systems (road ditches within the right-of-way) only to those situations that require
repairs to maintain hydraulic function. Pipe systems are more aggressively maintained as an
integral part of the street drainage system; however, maintenance is reactive and not
necessarily scheduled.
1.5/.6 Through analysis of the City GIS, in conjunction with the County land use codes, it is
determined that the City consists of approximately 27 % Residential, 38 % Commercial, 2 %
Industrial, and 33 % Vacant lands. Some skew can be expected as a function of the State park
over -weighting the vacant portion. See Appendix A.

3. EXISTING WATER QUALITY PROGRAMS
3.1 The City does not currently participate in any formal water quality programs such as Water
Supply, Water Shed, NSW Stormwater, elc. other than a Land Use plan.
3.2 Gaston County maintains an erosion / sediment control program in the City MS4 under an
interlocal agreement granting them authority therein. See 5 6.

4.3. As shown in the preceding organizational chart, the authority of the City is vested in the City
Manager who is retained by the elected Mayor and the six members of City Council. The
authority to sign on behalf of the City is thereby implicitly granted. It is furthermore explicitly
granted by City Ordinance 3.1 and 4.2. See Appendix Q.

5. CO -PERMITTING
5.1. The City has not elected to co -permit with any Phase I permittee. Furthermore, the City has not
been approached nor contracted any other Phase II designee for co -permitting. As such, the City
will not be co -permitting with any other Phase II applicants at this time.

6. RELIANCE ON OTHER GOVERNMENT ENTITIES
6.11.2 In November of 2002, the Board of Commissioners for Gaston County adopted an approved
Erosion Control Program for implementation on construction sites within the County
beginning April 1, 2003.
