DAK Americas operates under NPDES Permit NCS000389 for its Cedar Creek
operations near Fayetteville, North Carolina. The permit requires that samples be
collected at Outfall 003 after a qualifying rainfall event. Given the weather over
the past several months, there have been little opportunity to collect samples, as
there have been few qualifying rainfall events. On July 29, 2005, however, there
was a qualifying rain event, and thus, a routine monitoring sample was taken
from Outfall 003.
The laboratory we use for the storm water samples was sent the samples for
analysis for chemical oxygen demand (COD) and 1,4-dioxane, in accordance
with the specifications of the permit. The outside lab provided a verbal report of
the results: COD analysis of 2,040 mg/L and total dioxin. (We received written
analysis of Outfall 003 sample on 9-6-05.) The COD results were remarkable,
given our typical levels; for example, based on previous samples, the average
COD from Outfall 003 is 13 mg/L, meaning the results reported verbally were
about 200 times the typical or expected results. Further, the laboratory reported
results for dioxin, where we had requested (as per our permit) analysis for
1,4-dioxane. There appeared to be some confusion between the primary
laboratory and subcontracted laboratory around the target compound for the
second analysis, conducting an analysis of the sample for dioxin rather than
1,4-dioxane.
The laboratory stated they could use the remaining water sample to complete an
analysis for 1,4-dioxane, were it not for the duration between collection, analysis,
and follow-up analysis. The sample collected during the qualified rain event was,
by then, "out of hold date" and would have to be prepared differently, which could
alter test results. We elected to have the sample, even though beyond the
normally accepted hold time, analyzed -for 1,4-dioxane and prepare for a back-up
sample to be collected from Outfall 003 during the next qualifying rain event. The
results of the analysis of this initial sample was BDL, which is consist with
historical results.
Given the magnitude of the COD result from the sample collected, we
immediately conducted a visual search of the site for potential contamination that
may have entered the storm water drain system. Our thesis was that anything
that contributed to such an abnormal COD result would be visibly evident at one

contribute to such an abnormal COD level was found throughout the site. Site
logbooks were checked and no documented incident around the storm water
drains had been recorded during the time period when the sample was collected.
Our storm water collection system includes a retention basin which allows us to
normalize flow to the outfall. The contents of this retention basin would, therefore,
be representative of the water that is directed to the outfall. The site collected
another water sample from the storm water retention pond, which feeds directly
to Outfall 003, and sent it to the same outside laboratories for analyses for COD
and 1, 4-dioxane. The laboratory again verbally provided the results for COD of
13.3 mg/L and 1,4-dioxane of BDL. These results are expected, being consistent
with the historical results of analyses of samples from Outfall 003.
The site believes the original sample is invalid based on:
• The results of the visual inspection for potential contamination at storm
water drains and
■ The results of the sample from the retention basin being in the normal
range for samples from Outfall 003.
The site will resample Outfall 003 during the next rain event to ensure that
parameters in the water discharging Outfall 003 are within acceptable limits
provided in the permit. These results will be provided to NCDENR when
available.
