SUBJECT: Stormwater Compliance Evaluation Inspection

Dear Mr. Winston:
Mack Wiggins of the North Carolina Division of Water Quality, Surface Water Protection Section,
Raleigh Regional Office, conducted a stormwater compliance evaluation inspection of Airgas Specialty
Gases on August 3, 2011, at 630 United Drive, Durham. Your assistance was very helpful and
appreciated during the inspection process.
The following observations were made during the stormwater inspection:
This location at 630 United Drive primarily engages in distribution of industrial, and
specialty gases. This site does not perform any vehicle maintenance.
2. The facility site has three outfalls. None are representative. Outfall No. 1 receives
stormwater from the left parking area and bulk storage area. Outfall No. 2 receives
stormwater from the uncovered back dock and storage area and Ieft field. Outfall No. 3
receives stormwater from the back roof, dock and ramp area.
3. Qualitative monitoring was performed at the stormwater outfalls as required by NCS000046.
Recommend using the monitoring forms provided by the Division of Water Quality.
4. Analytical monitoring could not be retrieved at the time of the inspection. Analytical
monitoring must be performed as required by Part II, Section B of individual stormwater
permit NCS000046.
5. The Stormwater Pollution Prevention Plan contained all items as required by General Permit
NCS000050 with the exception of the feasibility study at the time of the inspection. The plan
has been implemented and is updated once a year.

1. Please send the latest analytical results and perform Analytical monitoring as required by Part
II, Section B of your individual permit NCS000046. Please send in the results to the Raleigh
Regional Office, Surface Water Protection, 1628 Mail Service Center, Raleigh, NC 27699-
1628. Please use the attached form provided by the Division of Water Quality.
2. Please address and incorporate the feasibility study in your plan as required by Part II, Section
A, 2 (A). of your individual permit NCS000046.
3. Document in your plan the date your plan was updated annually and provide a signature.

Staff from the Division of Water Quality, Surface Water Protection of the Raleigh
Regional Office conducted a site visit to National Specialty Gas, now Airgas Specialty
Gases, 630 United Drive, Durham, NC on September 15, 2009. Your assistance and
cooperation was very helpful and appreciated.
The following Stormwater observations were noted:
1. National Specialty Gases went through a business change and is now Airgas Specialty
Gases. Airgas Specialty Gases has been in control since April 1, 2009.
2. Part II Section A Stormwater Pollution Prevention Plan has not been created and
implemented as required by Individual Stormwater Permit No. NCS000046.
3. Part II Section B Analytical Monitoring Requirements had not been conducted and
performed as required by Individual Stormwater Permit No. NCS000046. The
facility has three outfalls.
4. Part 11 Section C Qualitative monitoring had not been conducted as required by
Individual Stormwater Permit No. NCS000046. The facility has three outfalls.
5. All vehicle maintenance is performed off site for this facility. The facility does not
use more than 55 gallons of new motor oil per month when averaged over a calendar
year.
6. All bulk chemical containers must be secondary contained (As per permit conditions).
7. Sample discharge point locations must be cleared of brush and debris to be assessable
for analytical and qualitative sampling. The facility has three outfalls.

Part III Standard Conditions for NPDES Stormwater Individual Permits, Section A:
Compliance and Liability, No. 1. Compliance Schedule of your Individual Permit states
that for new facilities all requirements, conditions, limitations and controls contained in
this permit become effective immediately upon issuance and implemented within 12
months of the effective date.
Thank you for your attention to this matter. Please note that permit condition violations
are subject to civil penalty assessment of up to $26,000.00 per day. If you should have
any questions regarding this letter, please do not hesitate to contact me at the Raleigh
