8. PROJECT SUMMARY: The applicant proposes to extend an existing pier and to construct a platform
and boat lift at its waterward end.

9. NARRATIVE DESCRIPTION: The applicant's property is located on a six acre tract
of land located at 1701 Hwy 24 and adjacent to Bogue Sound, just east of Hibbs Road In
Carteret County. A single family residence is located on the property. An exemption
was recently issued to the applicant to replace a 175' long x 4' wide pier and to stabilize
200' of shoreline area damaged by Hurricane Fran. Water depths along the alignment of
the authorized pier range from 0' to - I' deep at Mean Low Water (MLW). Waters at
the project site have been classified as SA and are open to the harvesting of shellfish.
The applicant is proposing to extend the pier for an additional 188' in length with a 12' x
12' platform structure at its waterward end. An uncovered boat lift, measuring 12' long
x 14' wide, would be constructed on the east side of the pier. A 22' long x 3' wide
finger pier would extend along the side of the boat lift. Water depths at the end of the
extension would be approx. - 3.5' at MLW.
10. ANTICIPATED IMPACTS: The applicant proposal to extend the pier facility will
result in a pier and platform structure being located approximately 375' beyond the
MHW line of Bogue Sound. An uncovered boat lift and support dock would also be
constructed near the waterward end of the platform. There would be some short term
elevation in turbidity levels during construction activities but they will be short term in
duration and impacts. The pier extension will result in an additional 1130 sq. ft. of
Public Trust Area being shaded by the structure. A review of the 1995 photography
indicates that piers along the immediate shoreline area range from approx. 50' to 300' in
length. There are some private piers approx. 1 mile on either side of the project site
which are 400' in length. The proposed new construction would be approx. lOa' from
the adjacent riparian property line to the east and 58' from the west adjacent riparian
property line.

In addition to the completed application form, the
following items must be submitted:
· A copy or the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written pennission
from the owner to carry out the project.
· An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11" white paper. (Refer to
Coastal Resources C(\mm.ission Rule 71.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the u.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency perso~el uJ;lfan;tiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.
· A Stormwater Certification, if one is necessary.
· A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners
have received a copy of the application and plats
by certified mail. Such landowners must be advised
that they have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management. Upon signing this form, the applicant
further certifies that such notice has been provided.

constructed near the waterward end of the platform. There would be some short term
elevation in turbidity levels'during construction activities but they will be short term in
duration and impacts. The pier extension will result in an additional 1130 sq. ft. of
Public Trust Area being shaded by the structure. A review of the 1995 photography
indicates that piers along the immediate shoreline area range from approx. 50' to 300' in
length. There are some private piers approx. 1 mile on either side of the project site
which are 400' in length. The proposed new construction would be approx. 100' from
the adjacent riparian property line to the east and 58' from the west adjacent riparian
property line.

other instrument under which the applicant claims title

· An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11" white paper. (Refer to
Coastal Resources C{\mmission Rule 71.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
