Today's meeting was requested by Rick Bolich to exchange&clarify information with Briar
Chapel residents about the roles &responsibilities among Envirolink, the NC Department of
Environmental Quality&Briar Chapel residents.

Overview of the wastewater collection system &treatment permits for Briar Chapel—Permits
issued to Old North State Water Company LLC:
1. Collection System permit#WQCS00372
1. 7 miles force main, 19 miles gravity, 12 pump stations
2. Various fast-track sewer extension permits
2. Wastewater treatment and disposal system permit#WQ0028552
1. 250,000 gallons/day extended aeration treatment system—permitted to add two
more 250,000 GPD treatment units
2. Reclaimed water distribution for conjunctive and non-conjunctive use
Roles & responsibilities for ONSWC/Envirolink to operate&maintain the facilities in
accordance with the permits:
1. ONSWC has contracted Envirolink to operate and maintain the collection system,
wastewater treatment system, and reclaimed water distribution system.
2. Responsibility for operating and maintaining the permits remains with permittee-
ONSWC
1. Envirolink provides the Certified Operator for the permits
2. ONSWC and Certified Operator are required to report spills and upset conditions
Roles &responsibilities for NC DEO DWR for enforcingthese hese permits:
1. NCDEQ DWR is responsible for enforcing the permit conditions and applicable Rules
and Laws related to wastewater collection, treatment, and disposal.
2. NCDEQ DWR inspects the wastewater treatment plant a minimum of once every two
years for permit condition compliance.
3. NCDEQ DWR reviews applications and issues sewer extension permits.
4. NCDEQ DWR reviews the compliance monitoring data submitted by the permittee
monthly for the treatment system.
5. NCDEQ has the right to pursue enforcement action, including Civil Penalty Assessments,
for violations of permit conditions and applicable state and federal rules pursuant to the
Clean Water Act.

6. NCDEQ DWR does not enforce storm water rules (DEMLR).
Summary of actions taken &to be taken by DWR:
1. Civil penalty assessment and settlement agreement for permit condition violations that
resulted from irrigation of reclaimed water in the vicinity of the Clubhouse and
pickleball/tennis courts last year.
2. 3 Notices of Violations (NOVs) for SSOs in 2017, 3 NOVs for SSOs in 2019 so far.
3. Staff investigated numerous complaints for SSOs and odor.
4. Compliance inspection for collection system on 8/29/18. '
5: Compliance inspection for wastewater treatment system and reclaimed water on 9/21/17
and 9/10/19.
6. NCDEQ DWR will be addressing compliance issues related to the recent SSOs and
compliance issues noted in the 9/10/19 inspection.
7. NCDEQ DWR will be increasing the inspection frequency of the wastewater treatment
and reclaimed water system.
Summary of actions taken &to be taken by ONSWC/Envirolink:
1. Replaced carbon filter serving bar screen and equalization basin last week to address odor
problems with treatment plant.
2. Replaced compressor and ordered a back-up compressor for reclaimed water storage
pond last week to address odor problems with reclaimed water.
3. Will be installing pressure relief valves on force main lines and changing pump start-up
speeds to address SSOs in force mains "within a week".
