Inspection Summary:
On September 11, 2019 Rick Trone of the Raleigh Regional Office conducted a compliance evaluation Inspection of the
reclaimed water generation and distribution system located at Triangle W WTP. Reclaimed water is generated at the facility
under permit NC0026051. The facility is permitted to operate a bulk reclaimed water fill station. Reclaimed water Is also
distributed to the Town of Cary and NIH. The purpose of this inspection was to ensure compliance with the subject permit.
During the inspection, the cooperation and assistance provided by Mr. Shawn Davis, ORC, Ms. Stephanie Brixey, Utility
Division Manager, and Amy Moore, Compliance Manager was helpful and appreciated.
This compliance evaluation inspection consisted of the following:
-Review of the permit;
-Review of the owner/facility Information;
-Review of ORC logbooks, calibration documentation, lab bench sheets, Non -discharge wastewater monitoring reports
(NDMR), and;
-On-site inspection of treatment and storage components
The current permit was issued August 23, 2018 and expires on December 31, 2021.
Currently the facility has no users of bulk reclaimed water. Reclaimed water Is distributed to Town of Cary and NIH. The
facility also utilizes reclaimed water for various uses around the facility.
The facility monitors pH, flow, residual chlorine, BCD, NH3-N, TSS, Fecal Colifonn, and Turbidity. Monitoring requirements
are aligned with the facilities NPDES permit. Fecal colifonn and total residual chlorine are sampled at the reclaimed pump
station. The monitoring and reporting requirements are being met. Random months of NDMR forms were compared against
lab bench sheets with no errors noted.
The performance standards specified in the permit were being met, including effective maintenance and operation of the
system. In addition, all requirements were being met for labeling, color -coding, and spacing of the various elements of the
reclaimed water system. Appropriate signage Is also Installed in areas where reclaimed water is used. The facility maintains
a map of the system. Employee training documents on the use of reclaimed water were reviewed and are compliant with
permit requirements. An Operation and Maintenance Plan for the reclaimed system is on site and Is compliant with permit
requirements.
All monitoring equipment appeared to be well maintained and functioning property. The chlorination and transfer equipment
appear well maintained. The storage tanks, pumps, and other reclaimed components all appeared to be well maintained. The
reclaimed water system flowmelers and turbidimeters were last calibrated on various dates in 2018 and 2019 by CITI LLC.
The facility diverts water from the reclaimed system if turbidity reaches 3 NTU.
Overall, the reclaimed water generation and distribution appeared to be extremely well maintained.
