PROJECT SUMMARY: The applicants have purchased 3 acres adjacent to Banks Channel on Figure 8 Island. They propose to construct a home with a footprint of approximately 12,600 square feet with additional disturbance for parking pads, septic tanks, etc. Site preparation will require the grading of approximately 1.7 acres. Kornfeld Page 2 9. PROTECT DESCRIPTION 5122/95 The project site is 3 lots totaling approximately 3 acres adjacent to a man-made basin off of Banks Channel at 1,2 and 3 Skimmer Rd. on Figure 8 Island. The site is sparsely vegetated with Sea Oats and has a sand and shell substrate. The elevation on the site averages 11' mean sea level. The area is zoned for residential use, and the New Hanover County Land Use Plan classifies the area as Conservation. Within 30' of the mean high water mark there is S_partina patens growing that appears to have very little interaction with the system. From the escarpment at the waters edge to the mean high water line and beyond there is sparse Spartina patens that is stressed. The waters of Banks Channel are classified SA-ORW by the Division of Environmental Management. The area is a designated Primary Nursery Area, and is open to the taking of shellfish. The applicants propose to construct a single family residence that has a footprint of approximately 12,600 square feet, with additional concrete parking area, grading for landscaping, and disturbance for the placement of two septic systems. In total, the grading will disturb approximately 1.7 acres, requiring a Sedimentation/Erosion Control Plan, and Stormwater authorization. Both of these authorizations have been obtained and are on file. There is no grading proposed within 45' of the mean high water line. Because of the size of the home, two septic systems are necessary. The low pressure systems have received approval through the New Hanover County Health Department. The impervious surface area has been calculated at 16.4%. The built-upon area will be slightly higher, but will not exceed the 25 % allowance. The home will be serviced by the community water system. There is no wetland disturbance proposed with this application. There are no bulkheads, piers, or water related structures requested. The ocean hazard AEC in this area is 385', and the project site is not within this. 10. ANTICIPATED EMPACTS Grading of the home site will disturb approximately 1.7 acres of high ground adjacent to Outstanding Resource Waters.
