Sox 29535 Raleigh, N.C. 27526-0535 Re: Hammonds Creek Trunk Sewer City of Jacksonville Onslow County, North Carolina Dear Mr. Dorney, In response to our recent telephone conversation regarding the City°s application for a Nationwide Permit, we wish provide you with the following supplemental information regarding the referenced project. Since the original submittal to the U.S. Army Corps of Engineers on March 30, 1995, the City has made three (3) very minor revisions to the construction drawings in order to accommodate the request and desires of several property owners in the area. However, as a result of these revisions there has been no net change in the area of impacted wetlands as the linear footage of pipeline being installed in wetland areas remains 3,0T5. The width of the impact caused by trench excavation has not changed from the original submittal and remains 20'. The City plans, however, to acquire a 40' easement to allow for temporary storage of materials (pipe, manholes, etc.) during pipeline installation. Excavation will typically be limited to a 20 foot corridor. We are hopeful this*additionai information addresses your concerns. Box 128 Jacksonville, N.C. 28541 Dear Mr. Bittner: You have our approval to place fill material in 1.4 acres of wetlands or waters for the purpose of sewer system extension of Hammonds Creek Trunk Sewer, as you described in your application dated 30 March 1995. After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 2664. This certification allows you to use Nationwide Permit Number 12 when it is issued by the Corps of Engineers. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application. For this approval to be valid, you must follow the conditions listed in the attached certification. In addition, you should get any other federal, state or local permits before you go ahead with your project. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 30 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing. This letter completes the review of the Division of Environmental Management under Section 401 of the Clean Water Act. If you have any questions, please telephone John Domey at 919-733-1786. As per your instructions, these trench dams will be installed at no greater than 150' intervals. The trench dams will extend from the bottom of the excavated trench to the uppermost elevation of any bedding stone or permeable backfill material. We will require a clay with a hydraulic conductivity of 1 x 10-4 cm/sec in order to minimize the possibility of any subsurface water flow along the trench.
